THE CAPES ASSESSMENT MODEL: WHAT WILL THE CONSEQUENCES BE FOR THE TRIENNIUM 2010-2012?

This article aims to investigate the system used by CAPES (Coordination of Training Higher Education Staff) to assess the individual members of the academic staff engaged in post-graduate programs in Business, Accounting and Tourism and propose measures to improve the assessment process. Induced by the assessment criteria employed byCAPES, post-graduate programs began to overvalue scientific production, attributing little or no value to other activities undertaken by the academic staff. The impact factor, which reflects the quality of journals, has become the indicator of the quality of a teacher's work sinceprofessor assessment is strongly focused on the analysis of scientific output. This article is based on the author's experience a teacherresearcher, coordinator and evaluator of post-graduate programs. Among other proposals, it is suggested that a "P" factor be created in order to measure the impact of the teacher’s activities at the local, national and international levels. This represents an open invitation to members of the scientific community to discuss these issues.
