The first two decades of the 21st century in Brazil represented significant changes in the political situation. From the neo-developmentalist governments led by the Partido dos Trabalhadores (Workers' Party) to the governments after the impeachment coup, with their orthodox neoliberal restoration and the rise of the neo-fascist extreme right, the political situation has changed with impacts for the working class. In the article, we discuss how meatpacking workers obtained important partial conquests during neodevelopmentalist governments, such as the Regulatory Norm 36 (NR 36). This situation changed after the coup, as legislative initiatives aimed to disfigure NR 36 and its main achievement: the establishment of psychophysiological breaks, essential for maintaining minimum levels of health and safety at work. It is concluded that the struggle for the construction of the NR represented the resistance of the union and popular movement to minimize the health problems of workers in these territories of work degradation and the current attempts to review it go against this perspective.
