Resumo: This article deals with the political and regulating measures underlying the gridlocks and the transformations in social communication, in telecommunication and in the so called Information Society in Portugal in the five years period of 2000-2004. The analysis is fundamentally centred in the pragmatic aspects as they were expressed by the central actors in the political decision processes, and in the form certain measures were (or not) implemented. This article is divided in two main parts. The first is dedicated to the period between 2000 and 2002 when the Socialist Party ran the country. The second part deals with the developments that took place during the PSD-CDS/PP government coalition
