A century of tourism regionalization: dynamics of portuguese regional tourism management

Resumo: For about a century, Portugal has been experiencing a regionalization of the tourism territory management. Crossing three political regimes since its origin, the approach to regional management has changed according to the political regime, but also with the evolution of tourism demand. Thus, between 1920 and the present, we witness seven moments of change in regional management policy, not all of which represent a real rupture with the past. The different approaches adopted have developed in a winding way, leading to a multiplication of local and regional entities, and taking to an overlapping of responsibilities, creating difficulties in the management of the territory. More recently, the elimination of the numerous dispersed governmental entities has permitted the responsibility for regional management to be focused on one entity per region, something unprecedented. Thus, this essay allows us to know through an analysis of the legislation, the evolution of nearly a century of regional tourism policies, the events that catalyzed them, and the fruits of these transformations.

Al pasar por tres regímenes políticos desde su creación, el enfoque de la gestión regional ha cambiado según el régimen vigente, pero también con la evolución de la demanda turística. Así, desde 1920 hasta la actualidad, se han producido siete momentos de cambio en la política de gestión regional, no todos ellos con una verdadera ruptura con el pasado. Los diferentes enfoques adoptados se desarrollan de forma sinuosa, lo que lleva a una multiplicación de los organismos locales y regionales y a un solapamiento de las responsabilidades, creando dificultades en la gestión del territorio. Más recientemente, la eliminación de los distintos organismos gubernamentales dispersos ha permitido concentrar la responsabilidad de la gestión regional en una entidad por región, algo inédito hasta entonces. De este modo, este ensayo nos permite conocer, a través del análisis de la legislación, la evolución de casi un siglo de políticas turísticas regionales, los acontecimientos catalizadores y los frutos de estas transformaciones. Atravessando três regimes políticos desde a sua génese, a abordagem à gestão regional foi mudando consoante o regime em vigor, mas também com a evolução da procura turística. Desta forma, entre 1920 e a atualidade, assiste-se a sete momentos de mudança na política de gestão regional, sendo que nem todas marcam uma verdadeira rotura com o passado. As diferentes abordagens adotadas desenvolvem-se de forma sinuosa, levando a uma multiplicação de órgãos locais e regionais e conduzindo a uma sobreposição de responsabilidades, gerando dificuldades na gestão do território. Mais recentemente, a eliminação dos vários órgãos governamentais dispersos, permitiu que a responsabilidade pela gestão regional ficasse focada numa entidade por região, algo inédito até então.
