An analysis of the advocacy coalition framework applied to tourism policies in Florianópolis (southern Brazil)

Resumo: | The objective of this article is to analyze whether there is a convergence of values and interests among the actors that carry out coalitions in defense of tourism in the formation of public policies in Florianópolis (Southern Brazil). The theoretical framework was based by on the advocacy coalition framework (ACF) theory, as put forward by Sabatier and Jenkins (1993) and as developed, more critically, by Schlager (1995). The research took place through a bibliographic and documentary research and semi-structured interviews with 31 local policy actors specialized in tourism policies encompassed in a qualitative single case study. Data collected was treated using Bardin’s (2010) protocol and data triangulation. The results indicated two coalitions in the city, a majority coalition formed of two sub-coalitions and an intermittent coalition – which is a sui generis finding in the ACF theory, representing a theoretical-empirical addition to the model. It was also identified that the actors’ deep core and policy core beliefs were insufficient to generate a stable coalition, suggesting the need for converging interests encouraging an greater articulation in the network, especially in the short term. |

El marco teórico se apoyó en las contribuciones de la teoría Advocacy Coalition Framework (ACF 1) de Sabatier y Jenkins (1993) y ACF 2 de Schlager (1995). Se llevó a cabo una investigación bibliográfica, documental y con entrevistas semiestructuradas realizadas a 31 actores políticos locales (policy actors) y expertos en políticas para el turismo. Sector, en un enfoque cualitativo con estudio de caso único. El procesamiento de datos se realizó mediante el protocolo de Bardin (2010) sumado a la triangulación de datos. Los resultados indicaron dos coaliciones en Florianópolis: una mayoritaria (compuesta por dos sub-coaliciones) y, en particular, el hallazgo de una "coalición intermitente", una contribución sui generis para la teoría ACF. Identificou-se ainda que a “cola” entre os atores e suas convicções (deep core y policy core beliefs) no son suficientes para generar estabilidade. Es necesaria, por lo tanto, la presencia de intereses convergentes capableses de provocar más grande articulación en rede, sobretodo en el corto plazo.O objetivo deste artigo é analisar se existe convergência de valores e interesses entre os atores que realizam coalizões de defesa do turismo na formação de políticas públicas em Florianópolis. O referencial teórico apoiou-se nas contribuições da teoria de Advocacy Coalition Framework (ACF 1) de Sabatier e Jenkins-Smith (1993) e da ACF 2, de Schlager (1995). A pesquisa foi conduzida por meio de uma investigação bibliográfica, documental e com entrevistas semiestruturadas realizadas com 31 atores políticos (policy actors) locais e especialistas em políticas para o setor turístico, em uma abordagem qualitativa cujo método de pesquisa foi o estudo de caso único. O tratamento dos dados foi realizado a partir do protocolo de Bardin (2010) somados a triangulação de dados. Os resultados indicaram duas coalizões em Florianópolis: uma majoritária (composta por duas sub-coalizões) e, em especial o achado de uma "coalizão intermitente", uma contribuição sui generis para teoria de ACF.
