Representations as Potency: From the “Green and Blue Weft” to other “Wefts” in the Metropolitan Region of Paraíba Valley and North Coast, São Paulo, Brazil

Resumo: The Metropolis Statute strengthened the need for a territorial approach to planning, demanding new forms of governance that define new responsibilities in decision-making processes. Metropolitan territorial planning needs new cartographies. This work presents a new conceptual matrix for an adaptation of Green and Blue Infrastructure (GBI) considering the context of the Metropolitan Region of Vale do Paraíba and North Coast (RMVPLN), São Paulo. The GBI, repositioned for the RMVPLN, starts to be understood and expressed as a set of infrastructures (Multitramas), projected in the territories, through cartographic representations, which explore the relationships between three dimensions involved in the historical-geographical and economic constitution of the current metropolis. The projection of these plots as a set of graphic representations with territorial expression is called Cartographies’ Potency. This new metropolitan cartography reveals connections and relationships that enable alternative narratives within metropolitan territorial planning for the development strategies of the disputed territories.

O planejamento territorial metropolitano necessita de novas cartografias. Este trabalho apresenta uma nova matriz conceitual para uma adaptação da Trama Verde e Azul (TVA) considerando o contexto da Região Metropolitana do Vale do Paraíba e Litoral Norte (RMVPLN), no estado de São Paulo. A TVA, (re)posicionada para a RMVPLN, passa a ser entendida e expressa enquanto um conjunto de Tramas (Multitramas), projetadas nos territórios, por meio de representações cartográficas, que exploram os relacionamentos entrelaçados entre três diferentes dimensões envolvidas na constituição histórico-geográfica e econômica da atual metrópole.  A projeção destas tramas, como um conjunto de representações gráficas com expressão territorial, é denominada por Cartografias de Potência.
