‘Who runs the Mineirão?’ A study on the management of urban space from the transformation of Mineirão Stadium to Arena

Resumo: This article aims to analyze the management of urban space, based on the study of the Magalhães Pinto Stadium, the Mineirão in Belo Horizonte (Minas Gerais, Brazil), which underwent a renovation completed in 2012 and turned it into an Arena Multipurpose. Based on interviews and documentary analysis, this study investigates stadium management as a public problem, resulting in an analysis of the change of responsible agents, their roles, responsibilities, network connections and work differences between institutions, in addition to identifying new disputes over demands that configure the character of the new Mineirão arena. The research notes suggest that the State has always had great importance in the management of the Mineirão Stadium, however, its representatives have different actions, even if they have the same objective, which is to represent civil society, and this generates openness because of spaces of power that are used by other actors who then start to influence the stadium management.

Chama-se atenção para a reforma, finalizada em 2012, e que transformou o estádio em termos físicos em uma arena multiuso. Também se comenta seu posicionamento em relação à cidade e à memória afetiva nesse espaço. Amparado em entrevistas e em análises documentais, este estudo investiga a gestão do estádio como um problema público, resultando em uma análise sobre a atuação dos agentes responsáveis, bem como sobre suas funções, responsabilidades, conexões de rede e diferenças do trabalho entre instituições. Identificam-se novas disputas sobre demandas que configuram o caráter de arena do novo Mineirão. Os apontamentos da pesquisa sugerem que o estádio não deve ser visto como um bloco uniforme, uma vez que diferentes instituições a serviço do Estado apresentam diferentes perspectivas sobre o uso do espaço urbano. Além disso, põe-se em perspectiva a atuação do Estado na gestão do Estádio Mineirão, no tocante à presença da iniciativa privada durante sua transformação em arena.
