The words about tenements: analysis of municipal reports and academic production in São Paulo between the 1970s and 1980s

Resumo: This article presents and analyzes the terminologies that made reference to tenements in academic researches, and reports produced by municipal public agencies between the 1970s and 1980s in São Paulo. This set of studies had the challenge of defining a tenement, identifying its manifestations and typologies, and analyzing housing conditions. In addition, the article intends to clarify the framework of housing subnormality, elaborated within the scope of the World Health Organization and the American Public Health Association in the 1960s, as it was adopted in the analyzed studies. In these agencies, the tenements came to be understood as precarious subnormal rent housing.

Esse conjunto de estudos foi motivado pelo desafio de definir um cortiço, identificar suas manifestações e tipologias e analisar as condições de moradia. Ademais, o artigo tem como intenção elucidar o referencial da subnormalidade habitacional, elaborado no âmbito da Organização Mundial da Saúde e da Associação Americana de Saúde Pública nos anos 1960, em virtude de sua adoção nos estudos analisados.
