Resumo: | This study aims to provide an overview of the pulp and paper industries, in Brazil and worldwide, based on the sector’s recent history, besides aiming to present perspectives for the future. Over the past decade, China has become the major producer and consumer of paper, while other emerging countries showed an increase in production, although at a smaller rate than that recorded in consumption. Brazil presented reasonable growth in demand, with supply growing at slightly lower rates. The low per-capita consumption and low competitiveness in paper production, in relation to pulp, resulted in very few projects aimed at expanding the country’s capacity. The change in China’s status to the major global producer of paper resulted in an expressive increase in the volume of imported pulp. In contrast, Brazil has become the major global supplier of this input. For the future of the Brazilian paper industry, issues such as low per-capita consumption, the logistics and tax difficulties and barriers, as well as the small size of companies must be weighed up so that national competitiveness increases, and investment, ultimately, becomes expressive. In pulp, the industry should encounter mechanisms to strengthen the competitive position achieved by ensuring that large-scale projects announced for the coming years are actually executed, despite the decline in producer profitability. At the same time, the industry should aim at innovations linked to the concept of biorefinery to ensure its profitability and positioning in the long term. |

Nos últimos dez anos, a China passou a ser o grande produtor e consumidor mundial de papéis, enquanto outros países emergentes apresentaram aumento na produção, ainda que em ritmo um pouco inferior ao observado no consumo. O Brasil apresentou um razoável crescimento na demanda, com a oferta crescendo a taxas um pouco inferiores, sendo que o baixo consumo per capita e a baixa competitividade na produção de papéis, em relação à celulose, resultou em poucos projetos de expansão de capacidade no país. A mudança da China à condição de grande produtor global de papéis resultou no expressivo aumento do volume importado de celulose. Em contraste, o Brasil passou a ser o grande fornecedor global desse insumo. Para o futuro da indústria brasileira de papéis, questões como o baixo consumo per capita, as dificuldades e entraves logísticos e tributários, bem como o reduzido porte das empresas, precisam ser equacionadas para que a competitividade nacional aumente e os investimentos, enfim, ganhem expressividade. Na celulose, a indústria deve buscar mecanismos de fortalecer a posição competitiva alcançada, garantindo que os grandes projetos anunciados para os próximos anos se concretizem, apesar da queda na rentabilidade dos produtores.
