Analysis of the Bachelor's Degree in Public Administration (UAB-IFBA-Ilhéus) under the Quality References for Distance Learning

Resumo: This study aims to characterize the Bachelor's degree in Public Administration at the Open University of Brazil (UAB), offered by the Federal Institute of Bahia (IFBA), Ilhéus campus, based on the Quality Reference for Distance Education (RQE-EAD). Regarding the methodology, it consists of descriptive, exploratory and qualitative research, with documentary analysis of the elements that make up the educational process of the course, including pedagogical project, didactic organization, teaching resources, teaching-learning process, learning assessment and tutoring. The results of the data analysis demonstrated that the course presents positive quality indicators in all aspects analyzed, highlighting: qualified teaching staff with experience in distance learning, modern and robust technological infrastructure, updated curriculum relevant to the demands of the education market work, innovative and interactive teaching methodologies, continuous and formative assessment system, encouragement of research and participation in extracurricular activities, promotion of diversity and inclusion, partnerships with public and private institutions, accreditation and regular institutional assessment, comprehensive student support and personalized, high level of student engagement and satisfaction. It is concluded, therefore, that the aforementioned course meets the quality benchmarks for distance learning with excellence, providing students with comprehensive and quality training.   Keywords: Administration. Education management.La calidad en la educación superior está asociada a la gestión, involucramiento del equipo multidisciplinario, docentes, estudiantes, evaluaciones institucionales, legislación, infraestructura, tecnologías. Los estudios han discutido aspectos de la calidad en la educación a distancia marcada por múltiples factores, tales como: personal docente calificado, infraestructura, currículo relevante, metodologías de enseñanza innovadoras, evaluación y retroalimentación, investigación y actividades extracurriculares, diversidad e inclusión, alianzas, acreditación y evaluación institucional, apoyo estudiantil, participación estudiantil, entre otros. En este contexto, el Ministerio de Educación, en 2007, lanzó referencias de calidad para la educación superior a distancia y, a partir de ese material, una investigación bibliográfica, utilizando materiales ya publicados, verificó si la licenciatura en Administración Pública, ofrecida por el Instituto Federal de Bahía ( IFBA), Campus Ilhéus, en colaboración con la Universidad Abierta de Brasil (UAB), cumple con los requisitos de calidad. Si bien no existe un modelo único de educación a distancia, los lineamientos contenidos en los referentes tienen una función inductiva en términos de la concepción teórico-metodológica y la organización de la estructura. En este caso de estudio se verificó que el objeto estudiado cumple con los requisitos de calidad. La naturaleza de la carrera, estructura de la institución, comprensión de la educación como fundamento primero, antes de pensar en la forma de organización y compromiso institucional, son garantías de que el proceso de formación contemple las dimensiones técnico-científicas para el mercado laboral y la política de formación ciudadana.Este estudo tem como objetivo caracterizar o curso de Bacharelado em Administração Pública da Universidade Aberta do Brasil (UAB), ofertado pelo Instituto Federal da Bahia (IFBA), campus Ilhéus, com base no Referencial de Qualidade para a Educação a Distância (RQE-EAD). No tocante a metodologia consiste em uma pesquisa descritiva, exploratória e qualitativa, com análise documental dos elementos que compõem o processo educacional do curso, incluindo projeto pedagógico, organização didática, recursos didáticos, processo de ensino-aprendizagem, avaliação da aprendizagem e tutoria. Os resultados das análises dos dados demonstraram que o curso apresenta indicadores de qualidade positivos em todos os aspectos analisados, destacando-se: corpo docente qualificado e com experiência em EaD, infraestrutura tecnológica moderna e robusta, currículo atualizado e relevante para as demandas do mercado de trabalho, metodologias de ensino inovadoras e interativas, sistema de avaliação contínua e formativa, incentivo à pesquisa e à participação em atividades extracurriculares, promoção da diversidade e da inclusão, parcerias com instituições públicas e privadas, acreditação e avaliação institucional regular, suporte ao estudante abrangente e personalizado, alto índice de engajamento e satisfação dos alunos. Conclui-se, portanto, que o referido curso, atende aos referenciais de qualidade para EaD com excelência, proporcionando aos alunos uma formação abrangente e de qualidade.   Palavras-chave: Administração.
