Resumo: This report discusses the city of Barcelona, Spain, as it was in 2004, when the author studied Urban Management and urban policies and programs during a six-month period. Barcelona arose from the ashes of a 40-year dictatorship in the '80s, when a democracy was established. The socialist leaders that took over the city's management began to rebuild it and overhauled the meaning of citizenship. An educating city was created, supported by the belief that the city is an educational space. The strategic plan for Barcelona and its greater metro region was comprised of a process of mobilization that, beyond process, is today an entity that specifically ensures that its performance is valid and monitored. The point is made that a city that communicates educationally with its children will surely communicate well with the majority of the population. Students that attend school are inserted in a city, in a neighborhood, in a certain historical and socio-economic context that influence their way of thinking and relating with the community. The conclusion is that bringing education, culture and sports to different areas in the city's center and making a connection between these areas and city centers, providing the population with access to cultural circuits, is a fundamental part of the agenda of an educating city.

Barcelona nasceu das cinzas de uma ditadura de 40 anos e, na década de 80, quando a democracia se instalou, as lideranças socialistas que assumiram a gestão da cidade começaram a reintegrá-la e a recompor o sentido de cidadania. Surgia uma cidade educadora, que se apoia na crença de que a cidade é um espaço educador. O plano estratégico de Barcelona e região metropolitana constituiu-se em um processo de mobilização que hoje, além de processo, é uma entidade que cuida especificamente de fazer valer e monitorar o seu desempenho. Destaca que uma cidade que se comunica de forma pedagógica com suas crianças certamente se comunica bem com a maioria da população. O aluno que frequenta a escola está inserido numa cidade, num bairro, num determinado contexto histórico e socioeconômico que influenciam seu modo de pensar e de se relacionar com a comunidade.
