Information technologies and the emerging negotiating ways of them raise new and accurate challenges to the law. The European Union, with a notorious speed, has been filling the huge gaps that separate the facts from the law and offers solutions today which, if properly framed and stimulated, are likely to offer levels of protection and security in the digital market. It is from the current regime that a brief note is given in the subsequent steps, at a time when a normative instrument around digital content meets the necessary maturation period before its effective implementation in the union and the member states. This writing is simple, in essence, and does not deepen issues that exorbitant a pragmatic framework of the norm in its daily application.
