Public policy approaches for inclusion of disabled people in Brazil

Resumo: This article aims to present the main public policy stances that can be adopted by the State, seeking to identify which one best fits the Brazilian model. The method selected for its development was the bibliographic research contemplating relevant studies dealing with the subject and government institutions, seeking to create a brief scenario of the reality of the Brazilian State in relation to the situation of people with disabilities. From the data and policies analyzed, it is certain that there is no social or rights-based policy for persons with disabilities. What has been happening is an oscillation in recent years between a fragmented approach to policy making and a maximum policy model. However, since the government of Michel Temer, it has been shaped by the beginning of laissez-faire policy, in many ways, where the state has been using the artifice of revising the percentage of people with disabilities in the country, to justify the abrupt reduction. of public policies. Such an approach has been consolidated in Jair Bolsonaro's government since January 2019. In addition, even though the legislation is said to work with the biopsychosocial model, there is a predominance of the medical model when applied.

El método seleccionado para su desarrollo fue la investigación bibliográfica que contemplaba estudios relevantes sobre el tema y las instituciones gubernamentales, buscando crear un breve escenario de la realidad del Estado brasileño en relación con la situación de las personas con discapacidad. A partir de los datos y las políticas analizadas, es cierto que no existe una política social o de derechos para las personas con discapacidad. Lo que ha estado sucediendo es una oscilación en los últimos años entre un enfoque fragmentado para la formulación de políticas y un modelo máximo de políticas. Sin embargo, desde el gobierno de Michel Temer, ha sido moldeado por el comienzo de la política de laissez-faire, en muchos sentidos, donde el estado ha estado utilizando el artificio de revisar el porcentaje de personas con discapacidad en el país, para justificar la reducción abrupta. de políticas públicas. Tal enfoque se ha consolidado en el gobierno de Jair Bolsonaro desde enero de 2019. Además, aunque la legislación afirma que funciona con el modelo biopsicosocial, hay un predominio del modelo médico cuando se aplica.O presente artigo tem por objetivo apresentar as principais posturas de políticas públicas que podem ser adotadas pelo Estado, buscando identificar qual delas melhor se adapta ao modelo brasileiro. O método selecionado para o seu desenvolvimento foi a pesquisa bibliográfica contemplando estudos relevantes que tratam sobre assunto e instituições governamentais, buscando criar um breve cenário da realidade do Estado brasileiro com relação à situação das pessoas com deficiência. A partir dos dados e das políticas analisadas, é certo que não há, no caso das pessoas com deficiência, uma política social ou baseada em direitos. O que tem ocorrido é uma oscilação, nos últimos anos, entre uma abordagem fragmentada à formulação de políticas e um modelo de política máxima. Contudo, a partir do governo de Michel Temer, tem se configurado pelo início da política do laissez-faire, de diversas formas, onde o Estado tem se utilizando do artifício de revisão do percentual de pessoas com deficiência no país, para justificar a abrupta redução das políticas públicas. Tal abordagem tem se consolidado no governo de Jair Bolsonaro a partir de janeiro de 2019.
