One Eye on the Cost, The Other on the Benefit: is full-time school viable in the rural areas?

Resumo: Considering the educational policy of gradually expanding the school hours, this article addresses the experience and costs of a rural municipal school offering full-time education in the municipality of Palmas, Tocantins state, located in the Amazon Valley. The research project’s objective is to evaluate the achievement of the goals set out in the school’s proposal by analyzing the perceptions of the school community (teachers, pedagogical coordinators, principal, educational advisor, parents and students) and also to estimate the direct cost/student involved. These figures were compared with the cost/student-initial quality for the first and last years of grade school education and the cost/student/per annum estimated by the Fundo de Manutencao e Desenvolvimento da Educação Basica e de Valorização dos Profissionais da Educação –Fundeb (Fund for the Maintenance and Development of Basic Education and Valorization of the Education Professionals), which provided remarks about its financial feasibility. In spite of the most elevated value of cost/student, the expansion and renovation of the facilities will favor a greater achievement of the objectives of the pedagogic project.

In spite of the most elevated value of cost/student, the expansion and renovation of the facilities will favor a greater achievement of the objectives of the pedagogic project.Si se tiene en cuenta la politica educacional de ampliar gradualmente la jornada lectiva, incluso en el campo, este artículo trata de la experiencia y el costo de una escuela rural, de tiempo completo, del Municipio de Palmas, Tocantins, un Estado de la region amazonica brasileña. Su objetivo es evaluar el alcance de los objetivos del proyecto de la escuela por medio de las percepciones de la comunidad escolar (profesores, padres, alumnos, coordinadores pedagogicos, supervisor, director y orientador educacional), asi como estimar el costo/alumno directo de funcionamiento. Estos valores se compararon con el costo/alumno-calidad inicial – llamado CAQi - para los grados iniciales y finales de la Educacion Basica y tambien con el costo/alumno anual previsto por el Fundeb (Fondo de Financiamiento de la Educacion Basica), y viendo la viabilidad financiera. A pesar del valor mas elevado de su costo/alumno, la ampliacion y reforma de sus instalaciones permitira alcance mayor de los objetivos del proyecto pedagogico.Tendo em vista a politica educacional de ampliar gradualmente a jornada letiva, inclusive na area rural, este artigo focaliza a experiencia e os custos de uma escola do campo, em tempo integral, do Municipio de Palmas, Tocantins. Seu objetivo e avaliar, por meio das percepcoes da comunidade escolar (professores, pais, alunos, coordenadores pedagogicos, supervisor, diretor e orientador educacional), o alcance dos objetivos da proposta da escola, bem como estimar o custo/aluno direto de funcionamento. Estes valores foram comparados com o custo/aluno-qualidade inicial - (CAQi) para as series iniciais e finais do ensino fundamental e, ainda, com o custo/aluno anual previsto pelo Fundeb, tecendo-se consideracoes a respeito da viabilidade financeira.
