Challenges of organizing and regulating the higher education system in Timor-Leste and the issue of the institutional capacity building

Resumo: This paper focuses on aspects of the Higher Education system in the scope of the Ministry of Education and its institutions, in Timor-Leste. The issues and goals of this work are concerned with the organization and the regulation of the Higher Education and the institutional capacity building. To approach such issues, an analysis of the official documents concerning this matter was done, associating the performance of this author in working groups and in the programmes for capacitating and advising at the Ministry in 2004 and 2005. The development of these programmes and of the analysis of the documents have taken into consideration the historical and cultural realities of that country and the procedures alongside the Timorese counterparts.In view of this, the following proposals were reached: Terms of reference and an agenda for organizing the Ministry of Education and the Higher Education system; Educational laws for the Ministry of Education; Plan of National Policies of Education from 2005 to 2010; Chapter of the National University of Timor Lorosa'e – UNTL. Despite the difficulties in relation to the human, technical and financial resources and of the historical, cultural and political issues from the Timor-Leste colonization, the basis of reference for the organizing, regulating and the institutional capacity building were made in the scope of the Ministry of Education and, especially, for the Higher Education system.

Las cuestiones y objetivos de este abordaje dicen respecto a la organizacion y a la regulacion superior y a la capacitacion institucional. Para abordar estas cuestiones, fue hecha un analisis de los principales documentos oficiales relativos al tema, asociada a la actuacion de este autor, en grupos de trabajo y en programas de capacitacion y asesoramiento en el Ministerio, en 2004 y 2005. Las acciones desarrolladas y el presente analisis llevaron en consideracion aspectos de la realidad historia y cultural del pais y procedimientos conjuntos con las "contrapartes" de Timor Este. Como consecuencia de esta concepcion, fueron alcanzados los siguientes resultados: elaboracion de los tiempos de referencia para la organizacion del Ministerio; definicion de la agenda para la estructuracion de la educacion superior; elaboracion de propuesta de la legislacion educacional para el Ministerio de la Educacion ; finalizacion del Plan de la Politica de la Educacion 2005 – 2010; elaboracion de propuesta de Estatuto para la Universidad Nacional Timor Lorosa e – UNTL. No obstante las limitaciones con relacion a los cuadros humanos, recursos tecnicos y financieros y de las peculiaridades historicas, culturales y politicas de aquel pais, fueron delineadas las bases de referencia para la organizacion, regulacion y capacitacion institucional en el ambito del Ministerio de la Educacion y, en particular, de la educacion superior.Este trabalho aborda aspectos da educação superior, no âmbito do Ministerio da Educação e das instituicoes, em Timor-Leste. As questoes e objetivos desta abordagem dizem respeito à organização e à regulação da educação superior e à capacitação institucional. Para abordar tais questoes, foi feita uma analise dos principais documentos oficiais relativos ao tema, associada à atuação deste autor em grupos de trabalho e em programas de capacitação e assessoramento no Ministerio, em 2004 e 2005. As acoes desenvolvidas e a presente analise levaram em consideração aspectos da realidade historico-cultural do pais e procedimentos conjuntos com as "contrapartes" timorenses. Em decorrencia dessa concepcao, foram alcancados os seguintes resultados: elaboração dos termos de referencia para a organização do Ministerio; definicao de agenda para estruturação da educação superior; elaboração de proposta da legislação educacional para o Ministerio da Educação; finalização do Plano de Politica Nacional de Educação 2005-2010; elaboração de proposta de Estatuto para a Universidade Nacional Timor Lorosa'e - UNTL.
