Educational federalism – is it corrupted? A case study on wage levels

Resumo: This study focuses on the elements of federalism, particularly the issues regarding education, and examines the weaknesses in the Brazilian system that undermines the decentralization and autonomy of federated entities. More specifically, it evaluates the implementation of the national minimum wage for teachers in the city of Itabuna, Bahia. The overall purpose of this evaluation is to determine the potential financial and administrative problems that can arise from this type of national policy, which is designed to improve the financial position of primary-education teachers. For this purpose, statistical and descriptive methods are used to review the variables related to educational funding and government expenditure. The results indicate the need to redesign the financial recognition of teachers, given the characteristics of current public education funding and the increasing financial deficit in the area of municipal public education.

En concreto, se trata de una evaluacion de la aplicacion del salario minimo nacional en la enseñanza en la ciudad de Itabuna, Bahia, con el fin de detectar potenciales problemas de tipo administrativo y financiero derivados de la politica nacional de actualizacion de maestros de educacion basica. Para ello, se utilizo analisis estadistico y descriptivo para evaluar variables relacionadas con la financiacion de la educacion y a los gastos públicos. Los resultados señalan la necesidad de rediseñar el valor de los profesores, dadas las caracteristicas de la financiacion de la educacion pública actual y el aumento del deficit financiero en el ambito de la politica de educacion pública municipal.O presente artigo apresenta alguns elementos do federalismo, sobretudo questoes ligadas à educação, atentando para algumas fragilidades presentes no sistema brasileiro, que comprometem a descentralização e autonomia dos entes federados. Especificamente, faz-se uma avaliação da implementação do piso salarial nacional do magisterio no municipio de Itabuna, Bahia, no sentido de localizar possiveis problemas de ordem administrativo-financeira oriundos da politica nacional de valorização dos professores da educação basica. Para tanto, foram utilizados metodos estatistico-descritivos na avaliação de variaveis relacionadas ao financiamento educacional e às despesas públicas.
