Resumo: Current analysis investigates the public funding of health in the state of Pernambuco, Brazil, and conformity with health attention model practiced. The descriptive and exploratory study was foregrounded on secondary data sources, namely the Information System in Health Budget (SIOPS). It aimed at verifying funding in basic, middle and high complexity attention in Pernambuco and whether it complies to the logic of change of model of health attention, based on growth and development of primary attention as re-ordering of the public health network. Results reveal that between 2008 and 2012 there was a great difference between investment in basic health attention and in clinical and hospital assistance, with special reference to the latter. The state of Pernambuco failed to follow the model adequately since investments in intermediate and high complexities were higher than those in basic attention.

Trata-se de um estudo descritivo, de cunho exploratório que teve como fonte de dados, secundária, o Sistema de Informação em Orçamento em Saúde (SIOPS). O objetivo foi verificar o financiamento no Estado de Pernambuco nas ações da atenção básica, média e alta complexidade, e se o mesmo vem obedecendo a lógica de mudança do modelo de atenção à saúde, pautado no incentivo ao crescimento e desenvolvimento da atenção primária como reordenadora da rede de serviços públicos de saúde. Os resultados permitem identificar que nos anos de 2008 a 2012, houve uma acentuada diferença entre o investimento na atenção básica e na assistência ambulatorial e hospitalar neste estado, sendo mais evidente a priorização do segundo bloco. O Estado de Pernambuco ainda não segue a lógica deste modelo de maneira adequada, pois os investimentos na média e alta complexidade permanecem maiores do que o investido na atenção básica.
