DOMESTIC WORK AS ESSENTIAL IN THE PANDEMIC OF COVID-19 IN MINAS GERAIS AND THE EXPANSION OF THE LEGAL VULNERABILITY OF WORKERS

Resumo: Contextualization: Historically, domestic work is reduced to a lower position compared to other professions, resulting in the invisibility and vulnerability of the category, which slowly conquered its fundamental and labor rights.Objective: To analyze the extent to which determining domestic service as essential reinforces the vulnerability of the category in the Covid-19 pandemic in Minas Gerais.Method: This is an exploratory and qualitative study, in which technical procedures of bibliographic and documentary research and the deductive approach method will be used, as well as field research to validate the theoretical proposition.Results and contributions: The vulnerability of domestic workers was accentuated with the arrival of the Covid-19 pandemic, an unprecedented health crisis, in which their work was considered an essential service by the decree that instituted the “Onda Roxa” in the state of Minas Gerais. With the imposition of government decrees, many workers were relocated to the home office, others had their activities suspended, that is, many professions had protective sanitary measures, but housework remained untouched during the pandemic, maintaining its invisibility in the labor scenario and social. With this, there was an increase in the vulnerability of the category of domestic workers who, even though they were part of the work group, did not have due social recognition or any specific state tutelage, being, as they almost always were, relegated to their own fate.Conclusion: It was concluded that the normative measure of establishing domestic service as essential served, in practice, to reinforce the vulnerability of the domestic worker in Minas Gerais.

Gerais. Con la imposición de los decretos gubernamentales, muchos trabajadores fueron reubicados en el Ministerio del Interior, a otros se les suspendieron sus actividades, es decir, muchas profesiones contaban con medidas sanitarias protectoras, pero las labores del hogar se mantuvieron intactas durante la pandemia, manteniendo su invisibilidad en el escenario laboral y social. Con ello, se incrementó la vulnerabilidad de la categoría de trabajadoras del hogar que, si bien formaban parte del grupo de trabajo, no tenían el debido reconocimiento social ni ninguna tutela estatal específica, quedando, como casi siempre, relegadas a su propio destino.Conclusión: Se concluyó que la medida normativa de establecer el servicio doméstico como esencial sirvió, en la práctica, para reforzar la vulnerabilidad de la trabajadora del hogar en Minas Gerais.Contextualização: Historicamente, o trabalho doméstico é relegado a uma posição inferior frente às demais profissões, acarretando a invisibilidade e vulnerabilidade da categoria, que, de forma morosa, conquistou seus direitos fundamentais e trabalhistas.Objetivo: Analisar até que ponto determinar o serviço doméstico como essencial reforça a vulnerabilidade da categoria na pandemia da Covid-19 em Minas Gerais.Método: Trata-se de um estudo exploratório e qualitativo, em que serão utilizados os procedimentos técnicos de pesquisa bibliográfica e documental e o método de abordagem dedutivo, assim juntamente à realização de pesquisa de campo para validação da proposição teórica.Resultados e contribuições: A vulnerabilidade dos trabalhadores domésticos se acentuou com a chegada da pandemia da Covid-19, crise sanitária sem precedentes, em que seu trabalho foi considerado serviço essencial pelo decreto que instituiu a “Onda Roxa” no estado de Minas Gerais. Com a imposição de decretos governamentais, muitos trabalhadores foram realocados para o home office, outros tiveram suas atividades suspensas, isto é, muitas profissões contaram com medidas sanitárias protetivas, entretanto o trabalho doméstico permaneceu intocável durante a pandemia, mantida a sua invisibilidade no cenário laborativo e social.
