Movimento sindical docente na Bahia: a luta contra a precarização na rede pública de ensino na pandemia

Resumo: The Covid-19 pandemic determined a set of behavior and patterns worldwide changes in the most diverse segments. Education was one of the most affected professional environments. Social distancing imposed the need to break a paradigm, at school, based on the blackboard/chalk/teacher for a remote/hybrid teaching reality, in which the relationship between teacher and student started to be mediated by digital technologies. Faced with the reality imposed by the APLB-Sindicato, held consultations with the category to understand the work reality in education in a teleworking scenario in the state and municipal public networks of Bahia. The information collected showed occurrences of moral harassment, emotional fragility, and indefinite working hours. It is essential to highlight that the normative framework that regulates remote work in the public service is provisional, as is the one that deals with this fulfillment of the working day in education. This text aims to study the strategies adopted by the APLB-Sindicato from the set of consultations carried out by the entity that identified real risks to the work of workers in education. As a methodological path, documentary newsletters analysis produced by the union and the government in the period, which begins in March 2020 until the resumption of classes in 2021 in the remote modality, initially, and later in the hybrid and blended format. To this end, the perspective of Marxist analysis was adopted, which seeks to explain the relationship between the dialectical pair essence and appearance. The information obtained by APLB-Sindicato from teachers of the public education networks served to subsidize the numerous debates and negotiations that have taken place with the state government, since the year 2020, during the Covid-19 pandemic. They will be able to support the formulation of a set of public policies for education and strengthen the dialogue between state managers and representatives of the category.

La educación fue uno de los entornos profesionales más afectados. El distanciamiento social impuso la necesidad de romper un paradigma, en la escuela, basado en el pizarrón/tiza/profesor, por una realidad docente a distancia/híbrida, en la que la relación entre docente y alumno pasaba a estar mediatizada por las tecnologías digitales. Frente a la realidad impuesta por la APLB-Sindicato, se realizaron consultas con la categoría para comprender la realidad del trabajo en la educación en un escenario de teletrabajo, en las redes públicas estatales y municipales de Bahía. Con la información recabada se evidenciaron ocurrencias de acoso moral, fragilidad emocional y jornada laboral indefinida. Es importante resaltar que el marco normativo que regula el trabajo a distancia en la función pública es provisional, al igual que el que trata de este tipo de cumplimiento de la jornada laboral en la educación. El objetivo de este texto es estudiar las estrategias adoptadas por la APLB-Sindicato a partir del conjunto de consultas ejecutadas por la entidad que identificaron riesgos reales para el trabajo de los trabajadores de la educación. Como camino metodológico se procedió un análisis documental de los boletines elaborados por el gremio y el gobierno en el periodo que se inicia en marzo de 2020 hasta el reinicio de clases en 2021 en la modalidad a distancia, inicialmente, y posteriormente en la híbrida y en lo formato mixto. Para ello, se adoptó la perspectiva del análisis marxista, que busca explicar la relación entre el par dialéctico, esencia y apariencia. Se concluyó que la información obtenida por la APLB-Sindicato, de los docentes de las redes de educación pública, además de haber servido para subvencionar los numerosos debates y negociaciones que se han dado con el gobierno estatal, desde el año 2020, durante la pandemia de Covid-19, podrán apoyar la formulación de un conjunto de políticas públicas para la educación y fortalecer el diálogo entre los gestores estatales y los representantes del rubro.O objetivo deste texto é estudar as estratégias do Sindicato dos Trabalhadores em Educação do Estado da Bahia – APLB-Sindicato durante a pandemia da COVID-19, ao identificar riscos a trabalhadores e trabalhadoras em educação. Como caminho metodológico, realizou-se análise documental dos informativos produzidos pelo sindicato e pelo governo, entre março de 2020 até a retomada das aulas em 2021 (remota e semipresencialmente). Adotou-se a perspectiva de análise marxista para explicitar a relação do par dialético essência e aparência.
