The “new” secondary education in Goiás:: the hoax of participatory reform

Resumo: The article aims to reveal the movements to materialize the reform of secondary education in the state network of Goiás, from 2017 onwards. The documental corpus that supports the analysis is composed of official documents: different versions of the state curriculum guidelines and materials published in the official website of the Secretary of State for Education (Seduc). Using “new high school” as descriptor we located, from 2017 onwards, a set of documents that indicate the actions of state governments and the movements that were made. In Goiás, the reform triggered by Law No. 13.415/2017 is being presented as a participatory movement that meets the demands of young students. However, the documentary analysis reveals that Seduc defines the direction of secondary education through a centralized process, which alignes with the perspective of the current government on partnership with private institutes and with a focus on professional technical training. Such characteristics do not imprint a new facet to this stage of basic education, as the country’s current managers want, on the contrary, they indicate the limits of the current proposal in guaranteeing quality education as a rigtht.

Em Goiás, a reforma desencadeada pela Lei nº 13.415/2017 tem sido apresentada como um movimento participativo e que atende às demandas dos/das jovens estudantes, mas a análise documental desvela um processo centralizado e alinhado com a perspectiva do atual governo, em parceria com institutos privados e foco na formação técnica profissional.
