The Brazilian Parliamentarism in the Second Empire (1840-1889)

Resumo: This article examines the Brazilian experience of parliamentarism developed at the Second Empire (1840-1889), comparing it with the original model that emerged in England, trying to answer the question about whether there was truly parliamentarism during the imperial period of Brazil, although the Constitution of 1824 created institutes that were, in principle, incompatible with the essence of that system, such as the Moderating Power. From this contrast it will be possible to understand the Brazilian formula, and what it differs from the original model.
