Resumo: With a view of realization of the principle of human dignity, the text, from the dogmatic and conceptual analysis of criminal culpability, dangerousness of “not imputable” and security measures, faces the problematic of the limitation of its implementation by the progressive suspension of internment process as a tool for social reintegration, founded on a constitutional hermeneutics, under the influence of so-called psychiatric reform.
