Resumo: The aim of the paper is to analyze the concept of sovereignty between the formation of medieval towns and modern International Society Classical. Discusses about the existence of an absolute and indivisible sovereignty in the Middle Ages or that sovereignty is structured only with the emergence of the International Society Classical, from the modern state (?). This is literature linked to the Graduate Program in Law, guided by the use of the deductive method, from reading and analyzing data extracted from the constitutions, laws, regulations, articles, journals and books.

Problematiza sobre a existência de uma soberania absoluta e indivisível na Idade Média ou se referida soberania se estrutura somente com o surgimento da Sociedade Internacional Clássica, a partir do Estado moderno(?).
