Resumo: The aim of this paper is to read about the lack of effectiveness of public actions and poor quantitative and qualitative participation of citizens, from the proposal to the monitoring of public policies, based on the methodological analysis applied during the process of cognitive training of citizens, which, sedimented in a cartesian thinking and isolated, they led to the gap between civil society and the State, justifying its analysis. This shall be used-the hermeneutical method of approach with a longitudinal procedural clipping about the areas of knowledge involved.

This shall be used-the hermeneutical method of approach with a longitudinal procedural clipping about the areas of knowledge involved.O objetivo do presente trabalho é realizar uma leitura acerca da falta de efetividade das políticas públicas e deficiente participação quantitativa e qualitativa dos cidadãos, desde a proposição até a fiscalização das políticas públicas, partindo da análise metodológica aplicada durante o processo de formação cognitiva dos cidadãos, as quais, sedimentadas em um pensar cartesiano e isolado, conduziram para o distanciamento entre a sociedade civil e o Estado, justificando a sua análise.
