Acesso livre à informação científica: os repositórios institucionais portugueses da área da saúde e algumas contribuições para o Brasil

Resumo: A presente comunicação trata de uma pesquisa realizada em Portugal, no decorrer de 2012, que teve entre seus objetivos identificar, a partir dos repositórios institucionais (RIs) da área da saúde portugueses, elementos que pudessem servir de referência para a conformação e sustentabilidade de RIs no Brasil. A experiência portuguesa foi assumida como uma referência devido ao seu reconhecido sucesso no Brasil e em todo o mundo. A pesquisa empírica teve um caráter exploratório e foi realizada por meio da aplicação de questionário com perguntas semiestruturadas aos gestores de RIs portugueses da área da saúde. Os resultados alcançados nos permitiram identificar como ação positiva: o papel expressivo dos profissionais da área da biblioteconomia; a existência de uma sólida infraestrutura tecnológica; o relevante papel do Serviço de Alojamento de Repositórios Institucionais (SARI); as políticas mandatórias e regulatórias dando a sustentação legal e gerencial; e a significativa parceria com as políticas Open Access Infrastructure Research for Europe (OpenAire) das agências de fomento europeias. Ficou evidente constatar que a experiência portuguesa traz contribuições relevantes para os gestores e dirigentes das instituições que apoiam o acesso livre no Brasil

Ficou evidente constatar que a experiência portuguesa traz contribuições relevantes para os gestores e dirigentes das instituições que apoiam o acesso livre no BrasilThis communication is based in a survey conducted in Portugal, during 2012, which had among its objectives identify, from the institutional repositories (IRs) in the field of health sciences in Portuguese, elements that could serve as a reference for the construction and sustainability of the Brazilians IRs. The Portuguese experience was considered as a reference due its success in Brazil and recognized worldwide. An empirical research had exploratory character and was conducted through a questionnaire with semi-structured questions to managers of IRs Portuguese of healthcare areas. The results obtained allowed us to highlight the significant role of library professionals involved in this process, the existence of a solid technology infrastructure, the important role of the Serviço de Alojamento de Repositórios Institucionais (SARI), mandatory and regulatory policies giving legal and managerial support, and significant partnership with the European funding agencies, allied to the policies of the Open Access to Research Infrastructure for Europe (OpenAIRE). It is evident, therefore, that the Portuguese experience brings outstanding and relevant contributions to the managers and leaders of institutions that support open access in Brazil.Universidade Federal do Estado do Rio de Janeiro.
