Práticas em educação ambiental: perspectivas de avaliação qualitativa

Resumo: | Human activity has caused environmental damage. Environmental education seeks to reverse the situation, considering that the educational process aims to promote sustainability. Programs in environmental education, however, fail to evaluate the incorporation of new behaviors. In this model, the evaluation focus is on quantitative aspects and disregards qualitative aspects. In part, the value of the quantitative data is on its objectivity, but the non-use of qualitative data excludes a part of reality. Ensuring the achievement of objectives in environmental education involves the consideration of subjective aspects. The research aims to develop guidelines for diagnosis and qualitative evaluation of the effectiveness of environmental education programs developed by Governmental and Non-Governmental Organizations in Curitiba. The methodology was qualitative and descriptive. Three entities that carry out projects in environmental education in Paraná (two government divisions and NGOs) were selected. The first public agency operates in the sanitation sector. The second public agency is responsible for the environmental management of Curitiba and the NGO seeks to preserve native species of Paraná. From each institution a program was chosen and analyzed, also an interview was conducted with the professional responsible for the program, and the aim of the interview was to create a deeper understanding of the program. The interview included topics such as public participation, environmental perception, evaluation of programs and professional background. In addition, content analyses were carried out in the interviews and programs. The results indicated the priority use of quantitative methods of evaluation, as seen in the literature. The interviewees point the difficulty in performing the measurement of subjective aspects as the main complicating factor for the inclusion of quality aspects. Guidelines were proposed for qualitative assessment emphasizing the need of more contact between program managers and the community they serve. In this way, they can have access to subjective and cultural aspects that characterize the qualitative assessment. Another important factor for qualitative evaluation is to allow the community to decide on the relevant issues and find solutions that fit the reality the community experiences. |

A educação ambiental tenta reverter a situação, já que o processo educativo tem o propósito de criar cidadãos dispostos a buscar a sustentabilidade. Os projetos em educação ambiental, contudo, não dão conta de avaliar a incorporação de novos comportamentos. No modelo presente, o foco da avaliação recai sobre aspectos quantitativos e desconsidera aspectos qualitativos. Em parte, a valorização dos dados quantitativos deve-se à objetividade, porém a não utilização de dados qualitativos exclui uma parte da realidade. A garantia do alcance dos objetivos em educação ambiental passa pela consideração de aspectos subjetivos. A pesquisa tem por objetivo elaborar diretrizes para diagnóstico e avaliação qualitativa da eficácia de projetos de educação ambiental desenvolvidos por Organizações Governamentais e Não Governamentais que atuam em Curitiba. A metodologia utilizada foi qualitativa e descritiva. Foram selecionadas três instituições que realizam projetos em educação ambiental no Paraná (dois órgãos públicos e uma ONG): um órgão público estadual que atua no setor de saneamento, um órgão público municipal, responsável pela gestão ambiental de Curitiba e uma ONG que se dedica à preservação de espécies nativas do Paraná. De cada uma delas foi escolhido um projeto para análise, e conduzidas entrevistas de aprofundamento com os profissionais responsáveis pelos respectivos projetos. O roteiro da entrevista incluiu temas como participação popular, percepção ambiental, avaliação de projetos e histórico profissional. O conteúdo das entrevistas e dos projetos foi agrupado em categorias. As categorias foram: educação, avaliação, percepção ambiental e participação popular. Os resultados indicaram o uso prioritário de métodos de avaliação quantitativa e os entrevistados apontaram a dificuldade em realizar a mensuração de aspectos subjetivos como principal complicador na inclusão de aspectos de qualidade.
