Interferência da convergência discursiva na direcionalidade do biogás no Brasil

Resumo: This work aims to analyze the political trajectory of biogas in Brazil since the enactment of Law No. 13.576/2017 that instituted the National Biofuels Policy (RenovaBio). For this, two concepts from the discourse theory and the Transformative Innovation Policy (PIT) were used, called, respectively, discursive convergence and directionality of innovations. Three types of discursive convergence are proposed: full, broad and restricted. The first one indicates the simultaneous and balanced presence of economic, social and environmental aspects in the discourse of the actors that compose a given socio-technical system. The second one indicates that despite the simultaneous presence of these aspects there is no balance between them. And the last one, the restricted convergence, indicates that at least one of these aspects is absent in the actors' discourse. It is understood that both full convergence and broad convergence facilitate innovations to be directed towards sustainable development, while restricted convergence favors the emergence of barriers in the path of innovations, leading to unsustainability. Therefore, the directionality of innovations, understood as the management of innovations towards sustainable development, depends on the actors' understanding of the importance of including economic, social and environmental aspects in policy formulation. Policy, on the other hand, is understood as a dimension of the socio-technical regime that, when shaped by the actors' discourse, has the potential to maintain or redirect innovations towards sustainable development. Biogas was chosen because it presents several barriers to its advancement in Brazil, such as those related to policy development. Therefore, the research, characterized as qualitative, analyzed the events that took place after the RenovaBio enactment to understand how discursive convergence interferes with the directionality of biogas in Brazil. Hajer's (1995) argumentative discourse analysis was used to identify the discourse construction phase, the discursive coalitions and the plots that characterized them. For this, it was necessary to carry out documentary research and interviews with the actors who work within the scope of RenovaBio. The results suggest that the discourse is in the institutionalization phase, with two conflicting discursive coalitions, “better than nothing” and “hen that lays golden eggs”. Both with storylines in which social aspects are ignored, indicating that restricted convergence prevails and that it is necessary to redirect the trajectory of biofuels in Brazil through the TIP. For this, it is mainly suggested to obtain data especially on the social impact of biofuels in producing regions. It is concluded that discursive convergence interferes with the directionality of innovations, either facilitating their use to achieve sustainable development or preventing this from happening. In the case of biogas, RenovaBio has not been enough to cause its acceleration, this still depends a lot on producers' initiatives to improve their production processes and management mechanisms, as well as identifying the opportunities that the market offers them.

Para isso foram utilizados dois conceitos oriundos da teoria do discurso e da Política de Inovação Transformadora (PIT) denominados, respectivamente, de convergência discursiva e direcionalidade das inovações. Três tipos de convergência discursiva são propostos, plena, ampla e restrita. A primeira indica a presença simultânea e equilibrada de aspectos econômicos, sociais e ambientais no discurso dos atores que integram determinado sistema sociotécnico. A segunda indica que, apesar da presença simultânea de tais aspectos, não há equilíbrio entre eles. Por fim, a convergência restrita indica que, ao menos, um desses aspectos está ausente no discurso dos atores. Entende-se que, tanto a convergência plena quanto a convergência ampla, facilitam que inovações sejam direcionadas rumo ao desenvolvimento sustentável, enquanto a convergência restrita, favorece o surgimento de barreiras no caminho das inovações, levando à insustentabilidade. Portanto, a direcionalidade das inovações, entendida como a gestão de inovações em direção ao desenvolvimento sustentável, depende da compreensão dos atores da importância de incluir na formulação de políticas aspectos econômicos, sociais e ambientais. Política, por sua vez, é entendida como uma dimensão do regime sociotécnico que, ao ser moldada pelo discurso dos atores, tem o potencial de manter ou redirecionar inovações rumo ao desenvolvimento sustentável. O biogás foi escolhido por apresentar diversas barreiras para seu avanço no Brasil, em especial, aquelas relacionadas com o desenvolvimento de políticas. Por isso, a pesquisa, caracterizada como qualitativa, analisou os eventos ocorridos a partir da promulgação RenovaBio para compreender de que forma a convergência discursiva interfere na direcionalidade do biogás no Brasil. A análise argumentativa de discurso de Hajer (1995) foi utilizada para identificar a fase de construção do discurso, as coalizões discursivas e os enredos que as caracterizavam. Para isso, foi necessário realizar pesquisa documental e entrevistas com os atores que atuam no âmbito da RenovaBio. Os resultados sugerem que o discurso se encontra em fase de institucionalização, com duas coalizões discursivas conflitantes, “melhor que nada” e “galinha dos ovos de ouro”. Ambas com enredos nos quais os aspectos sociais são ignorados, indicando que a convergência restrita prevalece e que se faz necessário o redirecionamento da trajetória dos biocombustíveis no Brasil via PIT. Para isso, sugere-se principalmente a obtenção de dados sobretudo do impacto social dos biocombustíveis nas regiões produtoras. Conclui-se, que a convergência discursiva interfere na direcionalidade das inovações, ora facilitando que elas sejam utilizadas para a obtenção de desenvolvimento sustentável ora impedindo que isso ocorra.
