Estratégia organizacional com enfoque na sustentabilidade e o desempenho inovador em cooperativas agropecuárias da região sul do Brasil

Resumo: In the current context of organizations, the strategy design and formulation process requires organizations to consider the inherent aspects of product and process innovation. The development of innovations seems to be an essential element in the strategic scope and modus operandi of organizations, assuming that organizations continually develop tangible and intangible resources to innovate incrementally or radically in order to be competitive and sustainable. By designing business sustainability as an effective contribution to sustainable development, innovations will have other evaluation criteria than conventional ones, where innovations must generate positive economic, social and environmental outcomes, simultaneously serving all stakeholders. From these conceptions, this study aimed to analyze the relationship between the process of formulating the organizational strategy and the innovative performance, considering the economic, environmental and social dimensions, in Agricultural Cooperatives operating in the Southern Region of Brazil. To achieve this goal, a theoretical model was developed, supported by three main constructs: the formulation of organizational strategies, sustainability in the economic, environmental and social dimensions, and performance in innovation. As methodological procedures, a mixed approach was used, with the development of two cases (qualitative stage) and a cross-sectional survey with a sample of 93 Agricultural Cooperatives (quantitative stage). In the qualitative stage, interview techniques and documentary research were used, as well as content analysis for data analysis purposes, and in the quantitative stage, bivariate and multivariate statistical techniques were used, observing the assumptions for application. The results from the two cases and the survey with 38.7% of the universe of agricultural cooperatives operating in the Southern Region of Brazil, suggest that there are knowledge and concern about the formalization of organizational strategies by agricultural cooperatives, there is no significant stakeholder participation in this process. When the perspective of sustainability is incorporated into strategic decisions, the economic dimension prevails over the others, showing that there is still a balance between the sustainability pillars in the context of these organizations. From a taxonomy composed of four clusters, it is possible to infer that there is a difference in the focus for the innovation in products and processes, by these cooperative organizations, and it is also noted that, those agricultural cooperatives that are considering aspects inherent to sustainability, when formulating their organizational strategies, may be enhancing their innovative performance, both in products and in their processes. When the dimensions of sustainability were considered as mediators in the relationship between the "Strategy Formulation Process" and the "Innovative Product Performance", the three dimensions of sustainability have a significant influence on Innovative Product Performance. When the influence of the dimensions, economic, environmental and social in the relationship between the "Process of formulating the strategies" and the "Innovative Performance in Processes" was evaluated, only the "Social Dimension" had a significant influence.

O desenvolvimento das inovações parece ser um elemento essencial no âmbito estratégico e no modus operandi das organizações, pressupondo que elas desenvolvam continuamente recursos tangíveis e intangíveis para inovar de forma incremental ou radical, buscando ser competitivas e sustentáveis. Ao conceber a sustentabilidade dos negócios como uma contribuição efetiva para o desenvolvimento sustentável, as inovações passam a ter outros critérios de avaliação além daqueles convencionais, onde as inovações devem gerar resultados econômicos, sociais e ambientais positivos, de forma simultânea atendendo a todas as partes interessadas. A partir destas concepções, este estudo teve como objetivo analisar as relações entre o processo de formulação da estratégia organizacional e o desempenho inovador, considerando as dimensões econômica, ambiental e social, em Cooperativas Agropecuárias atuantes na Região Sul do Brasil. Para atingir este objetivo, foi desenvolvido um modelo teórico sustentado por três principais construtos: a formulação das estratégias organizacionais, a sustentabilidade nas dimensões econômica, ambiental e social e o desempenho em inovação. Como procedimentos metodológicos, fez-se uso da abordagem mista de pesquisa, com o desenvolvimento de dois casos (etapa qualitativa) e survey crosssectional com uma amostra de 93 cooperativas agropecuárias (etapa quantitativa). Na etapa qualitativa, foram utilizadas as técnicas de entrevista e pesquisa documental e a análise de conteúdo para fins de análise dos dados, e, na etapa quantitativa, fez-se uso de técnicas estatísticas bivariadas e multivariadas, observados os pressupostos para aplicação. Os resultados a partir dos dois casos e do levantamento junto a 38,7% do universo de cooperativas agropecuárias atuantes na Região Sul do Brasil sugerem que há conhecimento e preocupação com a formalização das estratégias organizacionais, por parte das cooperativas agropecuárias, no entanto não se verificou uma participação significativa dos cooperados (considerado principal stakeholder) neste processo. Quando a perspectiva da sustentabilidade é incorporada às decisões estratégicas, a dimensão econômica prevalece sobre as demais, demonstrando não haver ainda um equilíbrio entre os pilares da sustentabilidade no contexto destas organizações. A partir de uma taxonomia composta por quatro clusters, é possível inferir que há uma diferença no foco para a inovação em produtos e processos, por estas organizações cooperativas, e nota-se ainda que as cooperativas agropecuárias que vêm considerando os aspectos inerentes à sustentabilidade, quando formulam suas estratégias organizacionais, podem estar potencializando seu desempenho inovador tanto em produtos quanto em seus processos. Quando as dimensões da sustentabilidade foram consideradas como mediadoras na relação entre o “Processo de formulação das estratégias” e o “Desempenho Inovador em Produtos”, as três dimensões da sustentabilidade exercem influência significativa no desempenho inovador em produtos.
