Resumo: This article aims to analyze paradiplomatic actions and their importance in the international scenario. The research seeks to evaluate and understand the concept of paradiplomacy and its impact on subnational governments, which through international insertion strategies can be considered as new international actors of relevance to the new issues of globalized demands. The article discusses the relationship between the city of São Paulo and its insertion and international relevance, seeking to understand its history, political structure and the city's relationship with the public policy and complex multilevel governance, from which it is possible to analyze the possible processes and mechanisms available for the international insertion of subnational governments.
