Resumo: The socio-environmental related topics have been at issue by all peoples dwelling on this planet. Along the same line of concern, the present dissertation has sought to evaluate criteria as well as to sort out socio-environmental sustainability indicators for the electrical energy sector. The electrical generation undertakings were scoped by taking the Usina Hidrelétrica Governador José Richa (Governor José Richa Hydroelectrical Power Plant) as the source of study for the application and validation of the selected indicators. The proposed methodology allows the identification of the socio-environmental sustainability indicators. The analytical data were attained from a group of 35 people, 15 of which were specialized professionals direct and/or indirectly working on environmental matters. The other group of 20 people was formed by picking individuals at random out from 600 resettled families and local ones long living in the southwestern Paraná State. Over the evolution of the research the MDCA methodology satisfactorily provided the team with all requirements for outlining the map of means and objectives, disclosed within a cause and effect relationship as well as the aspirations of the involved players and facilitators. Such facts turned possible the improvement of the researching instrument at the test stage, and, afterwards, the comparison of effects amongst the impaired people by the investor’s enterprise, whose investment on socio-environmental questions reached approximately 22% of the plant total value. In the case study presented in this paper, the applied methodology resulted in a conjunction of eleven socio-environmental sustainability indicators being classified as indispensable, necessary, and complementary, which upon selective development will be denoted as references for the existing power plants as well as for future energy generation facilities.

Nesta mesma linha de preocupação, esta dissertação procurou avaliar critérios e selecionar indicadores de sustentabilidade socioambiental para o setor elétrico, cujo enfoque são empreendimentos de geração de energia elétrica, utilizando a Usina Hidrelétrica Governador José Richa (Salto Caxias) como estudo de caso. A metodologia proposta possibilita identificar e propor os indicadores de sustentabilidade socioambientais. Os dados de análise foram obtidos através de entrevistas e questionários que abrangeu um grupo de 35 pessoas, sendo 15 profissionais especialistas que trabalham em atividades relacionadas, direta ou indiretamente, à gestão ambiental. Outros 20 representantes foram, aleatoriamente, escolhidos entre as 600 famílias reassentadas e residentes no sudoeste do estado do Paraná. No desenvolvimento da pesquisa a metodologia MCDA atendeu satisfatoriamente ao delineamento do mapa de meios e fins, que mostra uma relação de causa e efeito, bem como aos anseios dos atores e facilitadores envolvidos. Tal fato possibilitou melhorar o instrumento de pesquisa na fase de teste e posteriormente comparar a percepção dos atingidos em relação às ações realizadas pelo investidor, cujo investimento nas questões socioambientais atingiu aproximadamente 22% do valor total da hidrelétrica.
