Resumo: Public procurement is one of the causes for corruption. In addition to the punitive aspect, it is necessary to study other approaches that address the preventive aspect. These would be the compliance and self-cleaning techniques, originating in English-speaking countries. The European Union has just regulated self-cleaning in its public procurement Directive from 2014, establishing a series of characteristics to be developed by the Member States.
