Innovation in public university libraries in Brazil: a study on the library system of the federal university of Rio de Janeiro (SIBI UFRJ)

Resumo: The concept of innovation is broadly directed to the creation of new products or services, in studies focused on organizational environments based on an innovation environment, corroborating the mistaken understanding that innovating is creating something purely new. The literature review points to a plural reality, emphasizing that innovation can happen in the form of product or service process improvements. Due to such mass knowledge in the collective imagination, the study of innovation in environments of information units has been challenging, as libraries are organizations with defined tasks and responsibilities and aim to meet the institutional mission: teaching, research and extension promoting the use of its informative potential, offering products and services that meet all types of demand from its users. The century-old Federal University of Rio de Janeiro (UFRJ) is part of the list of the best educational institutions in Brazil and its libraries support this reality through their routine actions. UFRJ libraries seek to promote innovative actions in their daily work, and this fact was evidenced in the period of remote work imposed by the covid-19 pandemic. This work aims to report the perceptions about the innovation practices adopted by the UFRJ libraries in the period from 2020 to February 2022, where their face-to-face activities were suspended, having to adapt through actions that promoted the service to all their users. even if the distance. This is a qualitative-quantitative, explanatory research using theoretical and observational research, using documents, literature review, survey and field research. The universe chosen was that of the UFRJ libraries that make up the Library and Information System (SIBI), using a semi-structured interview through a questionnaire sent by email to the 44 managers of the libraries and 1 manager of the SIBI UFRJ. Such actions were triggered through knowledge sharing, through a management whose focus is knowledge management with a view to the efficiency and effectiveness of the management of the library system. It became evident that it is necessary to create a culture of innovation, so that librarians and library staff can identify innovative actions that aim to optimize the work of a university library, that is, to meet its mission, which is linked to that of UFRJ, support in teaching, research and extension. The visibility of the benefits obtained by the innovative aspects will help other professionals and university libraries in their daily lives, through already established models, enabling the creation and dissemination of knowledge in these information units. The research demonstrated that the study of innovation allied to the culture of innovation in the scope of librarianship and in public university libraries is essential for the act of creating or improving something in the librarianship to become something recurrent.

La centenaria Universidad Federal de Río de Janeiro (UFRJ) forma parte de la lista de las mejores instituciones educativas de Brasil y sus bibliotecas respaldan esa realidad con sus acciones rutinarias. Las bibliotecas de la UFRJ buscan promover acciones innovadoras en su trabajo diario, y este hecho se evidenció en el período de teletrabajo impuesto por la pandemia del covid-19. Este trabajo tiene como objetivo relatar las percepciones sobre las prácticas de innovación adoptadas por las bibliotecas de la UFRJ en el período de 2020 a febrero de 2022, donde sus actividades presenciales fueron suspendidas, debiendo adaptarse a través de acciones que promovieran el servicio a todos sus usuarios. aunque sea la distancia. Tales acciones se desencadenaron a través del intercambio de conocimientos, a través de una gestión cuyo foco es la gestión del conocimiento con miras a la eficiencia y eficacia de la gestión del sistema bibliotecario. Se hizo evidente que es necesario crear una cultura de innovación, para que los bibliotecarios y el personal bibliotecario puedan identificar acciones innovadoras que tengan como objetivo optimizar el trabajo de una biblioteca universitaria, es decir, cumplir su misión, que está vinculada a la de la UFRJ. , apoyo a la docencia, la investigación y la extensión. La visibilidad de los beneficios obtenidos por los aspectos innovadores ayudará a otros profesionales y bibliotecas universitarias en su día a día, a partir de lecciones aprendidas o de modelos ya establecidos, facilitando la creación y difusión de conocimiento en estas unidades de información. La investigación mostró que el estudio de la innovación aliada a la cultura de la innovación en el ámbito de la biblioteconomía y especialmente en las bibliotecas universitarias públicas es fundamental para que el acto de crear o mejorar algo en la biblioteconomía se convierta en algo recurrente.O conceito de inovação é amplamente direcionado para criação de produtos ou serviços novos, em estudos voltados para ambientes organizacionais pautados em ambiência de inovação, corroborando para o entendimento equivocado de que inovar é criar algo puramente novo. A revisão de literatura aponta para uma realidade plural, ressaltando que a inovação pode acontecer na modalidade de melhorias de processos de produtos ou serviços. Em virtude de tal conhecimento massificado no imaginário coletivo, o estudo sobre inovação em ambientes de unidades de informação tem sido desafiador, pois as bibliotecas são organizações com fazeres e responsabilidades definidas e tem por objetivo atender a missão institucional : ensino, pesquisa e extensão promovendo o uso de seu potencial informativo, oferecendo produtos e serviços que atendem a todo tipo de demanda de seus usuários. A centenária Universidade Federal do Rio de Janeiro (UFRJ) faz parte da lista de melhores instituições de ensino no Brasil e suas bibliotecas corroboram para essa realidade por meio de suas ações rotineiras. As bibliotecas da UFRJ buscam promover ações inovadoras no seu fazer cotidiano, e tal fato  ficou evidenciado no período de trabalho remoto imposto pela pandemia de covid-19. Este trabalho tem por objetivo relatar as percepções sobre as práticas de inovação adotadas pelas bibliotecas da UFRJ no período de 2020 a fevereiro de 2022, onde suas atividades presenciais foram suspensas, tendo que adequar por meio de ações que promovessem o atendimento a todos os seus usuários mesmo que a distância. Trata-se de uma pesquisa quali-quantitativa, explicativa fazendo uso de pesquisas teóricas e observacionais, mediante o uso de documentos, revisão de literatura, levantamento e pesquisa de campo. O universo escolhido foi o das bibliotecas da UFRJ que compõem o Sistema de bibliotecas e informação (SIBI), sendo utilizado entrevista semiestruturada por meio de questionário enviado por email aos 44 gestores das bibliotecas e 1 gestor do SIBI UFRJ. Apresenta-se como resultado o perfil destes gestores (idade, formação, tempo de atuação), e as ações de inovação promovidas e consequente adotadas neste período. Tais ações foram desencadeadas por meio de compartilhamento de conhecimento, por meio de uma gestão cujo foco é gestão do conhecimento com vistas a eficiência e a eficácia da gestão do sistema de bibliotecas. Ficou evidente que é necessário criar uma cultura de inovação, para que que os bibliotecários e a equipe da biblioteca possam identificar ações inovadoras que visem otimizar o fazer de uma biblioteca universitária, ou seja, atender a sua missão, que está atrelada a da UFRJ, ser suporte em ensino, pesquisa e extensão. A visibilidade dos benefícios obtidos pelos aspectos inovativos auxiliará a outros profissionais e bibliotecas universitárias no seu cotidiano, a partir de lições aprendidas ou por modelos já estabelecidos, propiciando a criação e a disseminação do conhecimento nestas unidades de informação.
