Smart cities and cultural management in tourist resorts: a case study

Resumo: The theme 'smart cities' has been highlighted in research and discussions in the field of Information Science. In 2021, Law nº 3706 was enacted, establishing the Tourist Resort of Batatais City, State of São Paulo, as a smart city, however without a direct relationship between the aforementioned Law and the cultural and tourist framework of the City. As it is a tourist resort, the question is: how is the cultural management of the Batatais City related to Law nº 3706? In order to investigate this question, an analysis of the cultural management of the city and its direct or indirect relationship with Law nº 3706 was carried out. To this end, with regard to methodological procedures, this is a study of a qualitative and quantitative nature, of the descriptive-exploratory type. The applied method was the Case Study, whose analysis was carried out through the data triangulation obtained in the field research. There was an incipient integration of the cultural framework of the city with the political, educational, and economic sectors, since there is a lack of knowledge of Law nº 3706 on the part of the culture and tourism agents consulted. There was also an urgent need for investment in infrastructure with regard to buildings and other cultural and tourist instances in the city, since most of them are heritage-listed and old, requiring action by the local Government.

En 2021, se promulgó la Ley nº 3706, que establece el Complejo Turístico de la Ciudad de Batatais, Provincia de São Paulo, como una ciudad inteligente, pero sin una relación directa entre la mencionada Ley y el marco cultural y turístico de la Ciudad. Siendo un complejo turístico, la pregunta es: ¿cómo se relaciona la gestión cultural de la Ciudad de Batatais con la Ley nº 3706? Para investigar esta cuestión se realizó un análisis de la gestión cultural de la Ciudad y su relación directa o indirecta con la Ley N° 3706. Para ello, en cuanto a los procedimientos metodológicos, se trata de un estudio de carácter cualitativo y cuantitativo, de tipo descriptivo-exploratorio. El método aplicado fue el Estudio de Caso, cuyo análisis se realizó a través de la triangulación de los datos obtenidos en la investigación de campo. Hubo una incipiente integración del entramado cultural de la Ciudad con los sectores político, educativo y económico, ya que existe un desconocimiento de la Ley nº 3706 por parte de los agentes de cultura y turismo consultados. También había una necesidad urgente de inversión en infraestructura en lo que respecta a edificios y otras instancias culturales y turísticas de la Ciudad, ya que la mayoría de ellos están catalogados y son antiguos, lo que requiere la acción del Gobierno local.A temática ‘cidades inteligentes’ têm se destacado em pesquisas e discussões no campo da Ciência da Informação. No Ano de 2021 foi sancionada a Lei nº 3706 instituindo a Estância Turística de Batatais, Estado de São Paulo, como cidade inteligente, entretanto sem relação direta da referida Lei com o quadro cultural e turístico da Cidade. Por se tratar de uma estância turística, questiona-se: como a gestão cultural da Cidade de Batatais se relaciona com a Lei nº 3706? No intuito de investigar essa questão, realizou-se uma análise da gestão cultural da Cidade e sua relação direta ou indireta com a Lei nº 3706. Para tal, no que tange aos procedimentos metodológicos, trata-se de um estudo de natureza qualiquantitativa, do tipo descritiva-exploratória. O método aplicado foi o Estudo de Caso, cuja análise foi realizada por meio da triangulação dos dados obtidos na pesquisa de campo. Observou-se a incipiência de integração do quadro cultural da Cidade com os setores político, educacional e econômico, visto que há desconhecimento da Lei nº 3706 por parte dos agentes da cultura e do turismo consultados.
