The environmental justice in the production of official statistics on the environment: United Nations determinations and Brazil

Resumo: Having as premise the importance of environmental issues in contemporary times, the paper discusses the theme of environmental justice and the importance of its representation within the scope of official statistics on the environment, making an interweaving of issues on environmental justice, information, and international statistics. The starting point are the questions: are Brazil's official statistics on sustainable development under the responsibility of the Brazilian Institute of Geography and Statistics (IBGE) in line with international statistics developed by UN bodies in charge of environmental justice and related issues? In what way do Brazilian statistics reflect a concern to portray ethical issues at the environmental level, particularly the issue of environmental justice? Such questions translate into the following main objective: to identify to what extent the issue of environmental justice is reflected in environmental indicators of the United Nations and the IBGE. For this, the contents of the classifications adopted in these institutions are investigated, aiming to identify elements that are close to the theme of environmental justice, even if indirectly. It mobilizes, a literature on environmental justice, access, ethics, and use of environmental information, which contextualizes the discussion on the production of information on the environment in Brazilian statistics, vis-à-vis the recommendations and statistical frameworks of the United Nations. The work identified that the classifications focused on here have a more quantitative bias, in such a way that information on environmental justice is not directly contemplated. Even so, environmental classifications and some national products are already moving towards incorporating quality of life and ethical issues linked to environmental justice. In addition, it is possible to derive some ethical issues from the combination of data already available.

El punto de partida son las preguntas: ¿están las estadísticas oficiales de Brasil sobre desarrollo sostenible, bajo la responsabilidad del Instituto Brasileño de Geografía y Estadística (IBGE), en consonancia con las estadísticas internacionales elaboradas por los organismos de la ONU encargados de la justicia medioambiental y cuestiones afines? ¿De qué manera las estadísticas brasileñas reflejan la preocupación por retratar las cuestiones éticas a nivel medioambiental, en particular la cuestión de la justicia medioambiental? Estas preguntas se traducen en el siguiente objetivo principal: identificar en qué medida la cuestión de la justicia ambiental se refleja en los indicadores ambientales de las Naciones Unidas y del IBGE. Para eso, se investigan los contenidos de las clasificaciones adoptadas en estas instituciones, con el objetivo de identificar elementos que se acerquen al tema de la justicia ambiental, aunque sea de forma indirecta. Moviliza, una literatura sobre justicia ambiental, acceso, ética y uso de la información ambiental, que contextualiza la discusión sobre la producción de información sobre el medio ambiente en las estadísticas brasileñas, frente a las recomendaciones y marcos estadísticos de las Naciones Unidas. El trabajo identificó que los marcos estadísticos y las clasificaciones aquí enfocadas tienen un enfoque más cuantitativo, de manera que la información sobre justicia ambiental no se contempla directamente. No obstante, las clasificaciones sobre el medio ambiente y algunos productos nacionales ya avanzan en el sentido de incorporar cuestiones sobre la calidad de vida y la ética, vinculadas a la justicia medioambiental. Además, al combinar los datos ya disponibles, es posible derivar algunas cuestiones éticas.Tendo como premissa a importância das questões ambientais na contemporaneidade, o trabalho discorre sobre o tema da justiça ambiental e a importância de sua representação no âmbito das estatísticas oficiais sobre o meio ambiente, realizando um entrelaçamento das questões sobre justiça ambiental, informação e as estatísticas internacionais. O ponto de partida são as perguntas: as estatísticas oficiais do Brasil sobre desenvolvimento sustentável a cargo do Instituto Brasileiro de Geografia e Estatística (IBGE) estão em sintonia com as estatísticas internacionais desenvolvidas por órgãos encarregados da ONU no que se refere ao tema da justiça ambiental e correlatos? De que forma as estatísticas brasileiras refletem uma preocupação em retratar questões éticas no plano ambiental, particularmente o tema da justiça ambiental? Tais perguntas se traduzem no seguinte objetivo principal: identificar em que medida a questão da justiça ambiental está refletida em indicadores ambientais das Nações Unidas e do IBGE. Para isso são investigados os conteúdos das classificações adotadas nessas instituições, visando identificar elementos que se aproximem da temática da justiça ambiental, mesmo que indiretamente. Mobiliza, uma literatura sobre justiça ambiental, acesso, ética e uso das informações ambientais, que contextualiza a discussão sobre a produção de informações sobre meio ambiente nas estatísticas brasileiras, vis-à-vis as recomendações e os marcos estatísticos das Nações Unidas. O trabalho identificou que os marcos estatísticos e classificações aqui focalizados possuem um viés mais quantitativo, de tal forma que as informações sobre justiça ambiental não estão diretamente contempladas. Mesmo assim, as classificações sobre meio ambiente e alguns produtos nacionais já avançam no sentido de incorporar questões sobre qualidade de vida e éticas, atreladas à justiça ambiental.
