Decolonial studies related to ict in information science: an overview from Brapci

Resumo: | Research in Information Science (IC) progressively incorporates critical perspectives in its theoretical, epistemological, methodological and pragmatic scope, in order to broaden the perspectives from which the investigated phenomena are understood. The social phenomena addressed by scientific research are admittedly influenced by historical, political and sociocultural factors that involve aspects such as gender, race and social classes. Informational phenomena, while belonging to this scope, are equally influenced by such aspects. Likewise, cultural facilities - libraries, archives and museums - present initiatives based on such perspectives in their activities. Within the scope of critical theories in IC, studies and initiatives with decolonial perspectives in cultural devices and in the informational issues addressed by the area stand out. The decolonial perspective seeks to question the vestiges of North-South domination relations that persist in ideological and epistemological spheres, based on imposed subjectivation processes. Considering that communication and information technologies (ICT) are equally affected by biases from a colonial perspective and that a decolonial perspective is, therefore, desirable in studies focused on related themes, this work aims to answer the following research question: what is the overview of research related to ICT with a decolonial perspective in the scope of Brazilian Information Science? In this context, the purpose of this work is to draw an overview of research trends related to the decolonial perspective focused on topics related to ICT in the scope of Information Science, in order to observe the state of the theme and possible gaps to be addressed in the Brazilian context. The hypothesis raised is that, although the production of research related to the decolonial perspective in Information Science is increasing, the number of productions focused on ICT is still scarce in the Brazilian context. It was possible to observe that publications on or with a decolonial/postcolonial/decolonial/anticolonial perspective were mostly focused on epistemological studies. The scarce number of publications focused on topics related to ICT points to a growing demand for studies in this area with a decolonial perspective, considering the importance of this perspective demonstrated in the number and quality of publications retrieved. The realization that technologies, as products created and administered by human beings equally affected by structural racism and other opressions, reinforces the need to develop more studies on the subject in order to contribute to overcoming this social problem. |

Es cierto que los fenómenos sociales que aborda la investigación científica están influenciados por factores históricos, políticos y socioculturales que involucran aspectos como el género, la raza y las clases sociales. Los fenómenos informacionales, si bien pertenecen a este ámbito, están igualmente influenciados por tales aspectos. Asimismo, los dispositivos de información - bibliotecas, archivos y museos - presentan iniciativas basadas en tales perspectivas en sus actividades. En el ámbito de las teorías críticas en CI, se destacan los estudios e iniciativas con perspectivas decoloniales en los equipamientos informacionales y en los temas informacionales que aborda el área. La perspectiva decolonial busca cuestionar los vestigios de las relaciones de dominación Norte-Sur que persisten en los ámbitos ideológico y epistemológico, a partir de procesos de subjetivación impuestos. Considerando que las tecnologías de la información y la comunicación (TIC) están igualmente afectadas por sesgos desde una perspectiva colonial y que una perspectiva decolonial es, por tanto, deseable en estudios centrados en temas afines, este trabajo pretende responder a la siguiente pregunta de investigación: ¿cuál es el panorama de investigaciones relacionadas con las TIC con perspectiva decolonial en el ámbito de la Ciencia de la Información brasileña? En este contexto, el objetivo de este trabajo es trazar un panorama de las tendencias de investigación relacionadas con la perspectiva decolonial centrada en temas relacionados con las TIC en el ámbito de las Ciencias de la Información, con el fin de observar el estado del tema y las posibles lagunas que puedan ser abordadas sobre el tema en el contexto brasileño. La hipótesis planteada es que, aunque la producción de investigaciones relacionadas con la perspectiva decolonial en Ciencias de la Información está aumentando, el número de producciones centradas en las TIC todavía es escaso en el contexto brasileño. Se pudo observar que las publicaciones sobre o con perspectiva decolonial/postcolonial/decolonial/anticolonial se enfocaban mayoritariamente en estudios epistemológicos. El escaso número de publicaciones centradas en temas relacionados con las TIC apunta a una creciente demanda de estudios en esta área con una perspectiva decolonial, considerando la importancia de esta perspectiva demostrada en la cantidad y calidad de las publicaciones recuperadas. La constatación de que las tecnologías, como productos creados y administrados por seres humanos igualmente afectados por el racismo estructural y otras opresiones, refuerza la necesidad de desarrollar más estudios sobre el tema para contribuir a la superación de estes problemas sociales.A pesquisa em Ciência da Informação (CI) incorpora, progressivamente, perspectivas críticas em seu escopo teórico, epistemológico, metodológico e pragmático, a fim de ampliar as perspectivas a partir das quais se compreendem os fenômenos investigados. Os fenômenos sociais abordados pela pesquisa científica são reconhecidamente influenciados por fatores históricos, políticos e socioculturais que envolvem aspectos como gênero, raça e classes sociais. Os fenômenos informacionais, enquanto pertencentes a esse âmbito, são igualmente influenciados por tais aspectos. Da mesma forma, os dispositivos informacionais - bibliotecas, arquivos e museus - apresentam iniciativas pautadas por tais perspectivas em suas atividades. No âmbito das teorias críticas na CI, destacam-se estudos e iniciativas com perspectivas decoloniais nos equipamentos informacionais e nas questões informacionais abordadas pela área. A perspectiva decolonial busca questionar os vestígios das relações de dominação Norte-Sul que perduram nos âmbitos ideológicos e epistemológicos, a partir de processos de subjetivação impostos. Considerando que as tecnologias de comunicação e informação (TIC) são igualmente afetadas por vieses de perspectiva colonial e que a perspectiva decolonial é, portanto, desejável em estudos voltados a temáticas relacionadas, este trabalho objetiva responder à seguinte questão de pesquisa: qual o panorama das pesquisas relacionadas às TIC com perspectiva decolonial no âmbito da Ciência da Informação brasileira? Nesse contexto, a proposta deste trabalho é traçar um panorama sobre as tendências de pesquisa relacionadas à perspectiva decolonial voltadas a temas relacionados às TIC no âmbito da Ciência da Informação, a fim de observar o estado da temática e possíveis lacunas a serem preenchidas por novas pesquisas relacionadas ao tema no contexto brasileiro. A hipótese levantada é que, embora seja crescente a produção de pesquisas relacionada à perspectiva decolonial na Ciência da Informação, o número de produções voltadas às TIC é ainda escassa no contexto brasileiro. Foi possível observar que as publicações sobre ou com perspectiva decolonial/pós-colonial/descolonial/anticolonial foram majoritariamente voltadas aos estudos epistemológicos. O escasso número de publicações voltados a temáticas relacionadas às TIC apontam para uma demanda crescente por estudos neste âmbito com perspectiva decolonial, considerando a importância desta perspectiva demonstrada no número e na qualidade das publicações recuperadas.
