The Brazilian women's house in the city of Campo Grande/MS as a model of social innovation in public policy in an integrated and multilevel network to combat domestic and family violence

Domestic and family violence against women is a serious social problem that plagues society as a whole. The purpose of this article is to analyze the social innovation of the integrated and multilevel network public policy implemented by the Casa da Mulher Brasileira (CMB), in the city of Campo Grande/MS, inaugurated in February 2015, as a result of the Project "Women: Live without Violence, launched by the Federal Government in 2013, as a new proposal for public policy to combat this type of violence. The methodological approach applied was based on an exploratory research based on a bibliographic review consisting of books, scientific articles, theses, among others, as well as documentary research, essentially international treaties on human rights and national laws.  Because it is a multifaceted problem with many dimensions, we initially sought to draw a parallel between patriarchy and gender-based violence and the point of convergence between the two as a result of socially materialized inequalities between men and women.  A brief historical and legal contextualization was also made on the struggle of the feminist movement for the conquest of its rights in order to describe the process of enactment and publication of the Maria da Penha Law. At the end, the social innovation model of public policy in an integrated and multilevel network of the Brazilian Women's House -Campo Grande/MS was analyzed. The preliminary results of the research indicate that the Brazilian Women's House -Campo Grande/MS has a social innovation operationalized through a network of integrated and multilevel public policy, with a shared, democratic, horizontal management that has as its main objective to deliver to women in situations of violence a humanized service, with a qualified listening, also enabling the empowerment and economic autonomy through the developed programs/projects/actions, makes more plausible the legal-social effectiveness aimed at the Maria da Penha Law.
