Resumo: The Social Organizations were introduced in the brazilian scenario, under the promise of an improvement of state capacity to meet social demands. It happens that such entities, despite the supposed advantages presented by their developers, receiving numerous criticisms. The receipt of public funds, without facing any objective procedure, puts these creatures under constant scrutiny. However, it appears that these instruments of control, internal or external, are still under development. In this context, most public institutions have not implemented effective strategies for encouraging such participation. Therefore necessary to establish links between the company and regulatory bodies, so there is information sharing, proper channeling social demands and, above all, technical assistance in the analysis of behavior.

Ocorre que tais entidades, mesmo com as supostas vantagens apresentadas por seus fomentadores, são alvo de inúmeras críticas. O recebimento de recursos públicos, sem enfrentarem qualquer procedimento objetivo, coloca essas criaturas sob fiscalização constante. No entanto, verifica-se que os instrumentos fiscalizatórios, internos ou externos, ainda estão em fase de desenvolvimento. Nesse liame, grande parte das instituições públicas não implementou estratégias eficazes de estímulo dessa participação.
