This research aims to explain the effects of the decision-making process and organizational agility in building international business competence, from the perspective of the Effectuation Theory. This research evaluates how causation and effectuation decision-making logics influence organizational agility and promote the construction of international business skills in order to guide the internationalization process based on business work experience. The methodological path included a qualitative research approach, content analysis and semistructured interviews applied by the researcher and approved by the Ethics and Research Committee of ESPM. As a result, it was identified that (i) entrepreneurs calibrate the causation and effectuation logics in decision making to gain agility in building international business competence; (ii) the decision logics occur alternatively in different proportions during the process of internationalization of startups, and there is no linearity in the choice of logics and therefore in decision making; (iii) there is a predominance of causation logic in the decisionmaking process. The theoretical contribution that this dissertation provides is: adopting the calibration between causation and effectuation logic in decision making results in greater intensity of organizational agility and enhances the construction of international business competence. As a managerial contribution, (a) knowledge and skills necessary for a startup to explore global markets; (b) an explanation of how the decision-making process can guide entrepreneurs who seek to explore international markets.
