The Pro Paz Integrated Unit (Uipp) as New Paradigm of Public Safety in the State of Pará

Resumo: This article discusses a new model of public security adopted by the State of Pará since the year 2011, and its potential for unnecessary judicialisation of conflicts. Through a bibliographical and documentary research, in addition to the application of semi-structured interviews, the aspects related to the strategic public management of the State were analyzed along a historical process of integration between public police institutions and the Pro Paz Foundation, as well as the application of extrajudicial conflict mediation. In this context, the demands and results achieved by a Conflict Mediation Nucleus (NUMEC) installed in an Integrated Pro Peace Unit (UIPP) in the city of Santarém were recorded. Therefore, it has proved relevant to promote the investigation of this state public policy that aims to establish a new paradigm, which consists in the prevention and confrontation of violence through mediation and the strategically planned approach between several public agencies and society in one innovative standard of police unit.

Por meio de uma pesquisa bibliográfica e documental, além da aplicação de entrevistas semiestruturadas, foram analisados os aspectos relacionados à gestão pública estratégica do estado ao longo de um processo histórico de integração entre instituições públicas policiais e a Fundação Pro Paz, bem como a utilização da mediação extrajudicial de conflitos, que representa uma alternativa aos mecanismos repressivos. Neste contexto, foram contabilizadas as demandas e os resultados alcançados por um Núcleo de Mediação de Conflitos (NUMEC) instalado em uma Unidade Integrada Pro Paz (UIPP), na cidade de Santarém. Entre todas as demandas adequadamente registradas, mais da metade foi resolvida com sucesso.
