Among the spotlights and failures: an experience of the Block Round Program in Ceará

Resumo: This article addresses the Ronda do Quarteirão Program (Ronda), a subdivision of the Military Police. The Program was conceived and implemented in 2007 in state of Ceará and presented by the state government to the population as a form of community police, a "Good Neighbor Police". The political and aesthetic marketing behind the advertisements emphasized possible changes that the program's sophisticated work infrastructure would bring. As of 2008, however, some episodes involving deviant police actions and behaviors as perceived by Ronda security agents have sparked discussions about the viability of this "new police". Therefore, the proposal of a differentiated state police, one characterized by prevention and proximity, came into question with recurrent practices of repressive character on the part of agents who perpetuated the modus operandi of the public safety.

O marketing político e estético por trás das propagandas enfatizava as possíveis mudanças que a sofisticada infraestrutura de trabalho do programa traria. A partir de 2008, no entanto, alguns episódios envolvendo ações policiais e comportamentos considerados desviantes por parte dos agentes de segurança que atuavam no Programa Ronda do Quarteirão suscitaram discussões sobre a viabilidade desta “nova polícia”.
