“You have to approach it to get to know it” - the birth of the X-9: an investigation tool used by the military police of the State of Rio de Janeiro

Resumo: | The present paper presents an effort to understand the morals that are involved when the military police officer approaches the user of drugs and does not take him to the police station in order to register. In addition, it discusses one of the investigative techniques practiced by the military police, which is the use of "X-9", seen as a "partnership relationship" with informants. After the implementation of law 11.343 / 06, there was a greater number of registrations in the police stations in relation to the traffic and a reduction in the registers of possession and use, which characterizes users. However, decreasing numbers of records does not mean that the approaches taken by military police to drug users have been reduced, since criminal procedures remain the same. And the law is constantly updated by operators. |

And the law is constantly updated by operators.Este trabalho apresenta um esforço no sentido de compreender as moralidades que estão envolvidas quando o policial militar aborda um usuário de drogas e não o conduz para a delegacia a fim de fazer o registro de ocorrência. Além disso, discute uma das técnicas de investigação, exercida pelos policiais militares, a utilização do “X-9”, visto como uma “relação de parceria” com os informantes. Após a implantação da lei 11.343/06 percebeu-se um maior número de registros nas delegacias em relação ao tráfico e uma redução no que tange aos registros de posse e uso, que caracterizam usuários. Contudo, a diminuição nos números de registros não significa dizer que as abordagens, aos usuários de drogas realizadas pelos policias militares tenham se reduzido, já que os procedimentos criminais continuam os mesmos.
