From government to governance: permeability of the state to privatizing logics in education

Resumo: This article presents the notion of permeability as an analytical category for examining the privatization dynamics in current initiatives in early childhood, primary and secondary education. The concept of permeability refers here to the nature of relational patterns shaped in the implementation of educational policies. Therefore, the article examines two concomitant movements: on the one hand, public authorities’ initiatives to assimilate and adapt knowledge developed in the private sector; on the other hand, the transfer of public services to private institutions. It also systematizes literature inputs which contribute to the understanding of the wide range of regulatory regimes. Initiatives that illustrate changes in the forms of management and provision of early childhood, primary and secondary education are discussed in light of these contributions.

El concepto de permeabilidad se refiere aquí a la naturaleza de estándares relacionales forjados en la implementación de políticas educacionales. De este modo, se examinan dos movimientos que se realizan de forma concomitante: por un lado, iniciativas del poder público de asimilar y adaptar conocimientos desarrollados en el sector privado; por el otro, la transferencia de prestación de servicios públicos a instituciones privadas. Se sistematizan aportes de la literatura que contribuyen para comprender la amplia gama de regímenes de regulación. A la luz de dichos subsidios se mencionan iniciativas que ilustran alteraciones en los modos de gestionar y proveer la educación básica.  Cet article introduit la notion de perméabilité en tant que catégorie analytique pour l’examen des dynamiques de privatisation présentes dans les initiatives actuelles de l’éducation de base. Le concept de perméabilité se réfère ici à la nature des standards relationnels façonnés dans la mise en oeuvre des politiques de l’éducation. Deux mouvements concomitants seront examinés: d’un côté, les initiatives du pouvoir public cherchant à assimiler et à adapter les connaissances issues du secteur privé; de l’autre, le transfert des prestations du service public aux institutions privées. Les apports de la littérature contribuant à la compréhension de la diversité des régimes de réglementation sont systématisés et mettent en lumière les initiatives qui illustrent les changements des modes de gérer et de fournir une éducation de base.  Apresenta-se a noção de permeabilidade como categoria analítica que auxilia o exame de dinâmicas de privatização presentes em iniciativas atuais na educação básica. O conceito de permeabilidade refere-se aqui à natureza de padrões relacionais forjados na implementação de políticas educacionais. Assim, examinam-se dois movimentos que se realizam concomitantemente: de um lado, iniciativas do poder público de assimilar e adaptar conhecimentos desenvolvidos no setor privado; de outro, a transferência de prestação de serviços públicos para instituições privadas. Sistematizam-se aportes da literatura que contribuem para a compreensão da ampla gama de regimes de regulação.
