Criminology of state crimes is a growing, but still comparatively small, branch of critical criminology. An area whose concern is to unravel the interme- diaries of power that give rise to the actions and omissions of states that most hurt humanity: "humanitarian" wars, police violence, corruption as a means of government, hunger, among others. By placing these violations at the center of the criminological study, it becomes possible to draw attention to the criminality that goes against the achievements of civilizational advances. Despite the wide field provided by the Brazilian reality, in the country, harmful actions and omissions in the state, are studied by different optics of criminology of state crimes - not yet received by the academy as such. We do not seek to ignore the various researches already carried out in these other fields, but rather to allow them to group together in a specific knowledge. Through this knowledge, it is also possible to analyze phenomena that were previously unfeasible to be labeled as crimes or side effects. The purpose of the present research is to contribute to the dissemination and improvement of this branch of criminology, through a case study, for this the situation called "Crisis" of Public Safety of Espírito Santo in 2017 is analyzed. phenomenon, one can know the dynamics of power that interspersed the actions and omissions of the State, contributing so that the normality of the violation of human rights lived by the population of the Holy Spirit was hidden. These actions and omissions of the State, perceived in the unidimensionality of public security and austerity, contribute the main elements of causality with violation of human rights that gained visibility during the "Crisis" of 2017 - thus characterizing state crime.
