Resumo: The promulgation of the 1988 CRFB brought the need to comply with some precepts such as decentralization, democratization and popular participation in the elaboration and control of public policies in the different governmental spheres. Social control becomes understood as access to the decision-making processes of politics and administration, allowing organized civil society to influence the formulation and revision of the rules that drive the conflicts within the decision-making spaces. It is also noted that the City Statute indicates the need to build spaces for the participation of society in order to enable the democratic management of the city
