Resumo: The year 2020 was inaugurated and is ending under the prism of the exception, especially due to the impacts produced by the pandemic COVID-19 that transformed not only social relations, but also it also produced profound transformations in how the role of States is seen and understood, the revision of neoliberal projects - for good and evil - in addition to putting the most unexpected stances in the nude, one can say, after 500 years of modernity, rationalism and an “alleged” enlightenment: negationism, terraplanism, etc.
