Protagonism of the university library: management and evaluation trends focused on strategic performance

Resumo: | This exploratory research aimed to identify trends in university library management and services, as well as the raising of standards for evaluation, based on literature review. It starts from the conception that university libraries need to play a leading role due to several changes, which impact universities and communication in science, demanding a review of their role and priorities. It found wide discussions around the world, which suggest the reconceptualization of its way of acting, as a result of changes in teaching, research, in the learning process, and the impact of information and communication technologies. It evidenced the reorientation with focus on the student; support for research and researchers; transformations in the library space; integration with other sectors of the university; increasing specialization of services; incorporation of technological innovations; strengthening of the library in its activities in open access and in the formation and development of informational and digital competence; alignment with the institutional mission and priorities; contribution to institutional reputation and production impact; participatory and ethical management. It showed opportunities for libraries to take leadership in strategic areas and concerns about the limits of their competence. It identified the use of evaluation standards applicable to the measurement of impact, performance and quality and the advantages of using libraries in the management process. |

Parte da concepção de que as bibliotecas universitárias precisam exercer protagonismo frente às diversas mudanças, que impactam as universidades e a comunicação na ciência, demandando revisão do seu papel e de suas prioridades. Constatou amplas discussões ao redor do mundo, que sugerem a reconceituação da sua forma de atuação, fruto das mudanças no ensino, na pesquisa, no processo de aprendizagem, e do impacto das tecnologias de informação e comunicação. Evidenciou a reorientação com foco no aluno; apoio à pesquisa e aos pesquisadores; transformações no espaço da biblioteca; integração aos demais setores da universidade; crescente especialização dos serviços; incorporação de inovações tecnológicas; fortalecimento da biblioteca na atuação em acesso aberto e na formação e desenvolvimento de competência informacional e digital; alinhamento com a missão e prioridades institucionais; contribuição para reputação institucional e impacto da produção; gestão participativa e ética. Demonstrou oportunidades para as bibliotecas assumirem liderança em áreas estratégicas e preocupações com os limites da sua competência. Identificou o uso de padrões de avaliação aplicáveis à mensuração de impacto, desempenho e qualidade e as vantagens na utilização por bibliotecas no processo de gestão.
