Outsourcing of Public Cause: a case study focused on the promotion of sustainable collective work

Resumo: The importance of perceiving new strategies for the demand in social care is a major factor in understanding the effective participation of social actors in a contemporary context. Understanding who effectively meets these demands is the main challenge in this study. Through a case study of a Associations Network of Recyclable Materials Collectors in Curitiba (city in the south of Brazil), we try address in the comparative way the types of actors involvement. In this case, the actors are categorized into public, private and third sector organizations of garbage pickers, promoting and developing picking as an organized activity.  This study has a qualitative and quantitative basis, with data collected through questionnaires and analysis of documents, in addition to direct observation of the Network day by day. As a result it could be verified the establishment of an interaction system between different organizations that also precede in different levels of involvement, with high participation of the third sector organizations in the detriment of public and private organizations, consolidating the importance of this sector as the main social actor in the public issue. Palavras-chave: Social networking. La importancia de la percepción de nuevas estrategias para la atención de la demanda social es uno de los principales factores de comprensión de la participación efectiva de los actores sociales en un contexto contemporáneo. Entender quién efectivamente atiende a estas demandas es el principal reto del presente estudio. Por medio de un estudio de caso en una Red de Asociaciones de Recolectores de Materiales Reciclables de la ciudad de Curitiba, se pretende analizar de manera comparativa la participación de los tipos de actores. En este caso, los actores se categorizan en organizaciones públicas, privadas, del tercer sector y organizaciones de recolectores, para promover y desarrollar la recolección de materiales reciclables como actividad organizada. Se trata de un estudio de base cualitativa y cuantitativa, con datos obtenidos mediante cuestionarios y análisis de documentos, además de observaciones diarias de la Red. Como resultado se constató el establecimiento de un sistema de interacción entre las distintas organizaciones que proceden de niveles de implicación también distintos, con destacada participación de las organizaciones del tercer sector, en detrimento de las organizaciones públicas y privadas, ratificando la importancia de este sector como principal actor social de la causa pública.    Palabras clave: Redes sociales. Desarrollo A importância da percepção de novas estratégias de atendimento da demanda social é um dos principais fatores de entendimento da participação efetiva dos atores sociais num contexto contemporâneo. Entender quem efetivamente atende a essas demandas é o principal desafio do presente estudo. Por meio de um estudo de caso numa Rede de Associações de Catadores de Materiais Recicláveis da Grande Curitiba, pretende-se abordar de forma comparativa o envolvimento dos tipos de atores. Neste caso, os atores são categorizados em organizações públicas, privadas, do terceiro setor e organizações de catadores, na promoção e no desenvolvimento da catação como atividade organizada. Trata-se de um estudo de base qualitativa e quantitativa, com dados coletados por meio de questionários e análise de documentos, além da observação direta no dia-a-dia da Rede. Como resultado, verificou-se o estabelecimento de um sistema de interação entre diferentes organizações que precedem em níveis de envolvimento também diferentes, com destacada participação das organizações do terceiro setor, em detrimento das organizações públicas e privadas, afirmando a importância deste setor como principal ator social da causa pública.  Palavras-chave: Redes sociais.
