Resumo: The article describes two important aspects of the Brazilian foreign policy of the period between 1961 and 1964, known as the independent foreign policy: its efforts towards disarmament and its support to Cuba in spite of the challenge of Havana's communist regime. While examining the two issues, the author stresses the domestic and external conditions of a period that is considered as a turning point in the Brazilian foreign policy.

O principal projeto dos militares era combinar desenvolvimento e segurança. Dando ênfase a um ou outro, eles tentaram estabelecer uma sólida base industrial independente para colocar o Brasil no sistema internacional de poder. O momento mais significante da política externa militar ocorreu durante o período Geisel, quando a estratégia de "fronteiras ideológicas" foi abandonado em benefício de uma estratégia "terceiro-mundista".
