Corporatism and Social Policy in Spain: Origin and development

Resumo: In the last two decades of the 19th century, two ideas which would serve as a basis for the arise of the social legislation in Spain spread: organicism conceived as a philosophical conception that would preserve social harmony and the idea of tutelar State which interfered in the socio-economic field. By the end of the 19th century, the corporate proposal reflected itself in three distinctive groups: Krausist liberals, conservatives, and social catholics.In the 20th century, those approaches became a large-scale sociopolitical project during the dictatorship of general Miguel Primo de Rivera (1923-1930). Minister Eduardo Aunós’ corporate project was influenced by social catholicism, the Krausist moviment, as well as the antiliberal nationalisms present in Europe at that time, as Charles Maurras’ French movement. The model of social interventionism was mainly used by the Spanish right-wing during the Second World War and also by smaller fascist groups.

En España, la propuesta corporativa se reflejará a fines del siglo XIX en tres grupos diferentes: liberal krausista, conservador y católicos sociales.Durante el siglo XX, estos planteamientos llegarán a convertirse en un proyecto político-social de alcance durante la dictadura del general Miguel Primo de Rivera (1923-1930). El proyecto corporativo del ministro Eduardo Aunós estaba influido por el catolicismo social, el movimiento krausista y los nacionalismos antiliberales de la Europa de su tiempo como acción francesa de Charles Maurras. Este modelo de intervencionismo social de Estado fue acogido mayoritariamente por la derecha española durante la Segunda República e igualmente por los pequeños grupos fascistas.Nas últimas décadas do século XIX, difundiram-se na Espanha duas propostas que serviram de base para o surgimento da legislação social: o organicismo como concepção filosófica mantenedora de uma harmonia social e a ideia do Estado tutelar que intervinha no campo econômico-social. Na Espanha, a proposta corporativa se refletiu no fim do século XIX em três grupos distintos: liberal krausista, conservador e católicos sociais.No século XX, tais abordagens se tornaram um projeto político-social de largo alcance durante a ditadura do general Miguel Primo de Rivera (1923-1930). O projeto corporativo do ministro Eduardo Aunós estava influenciado pelo catolicismo social, pelo movimiento krausista e pelos nacionalismos antiliberais da Europa daquele tempo como uma ação francesa de Charles Maurras.
