Resumo: The article discusses the development of the concept of political culture in political science and anthropology, presenting it as a set of attitudes, norms and feelings that gives meaning to different kinds of political process. It also discusses the theoretical basis of the concept of political culture, according to which the responses to social interactions are based on the subjective interpretation of the agents involved at the interaction. The origin of the concept is attributed to the work of Almond e Verba, The Civic Culture, which is inspired, at some level, by the anthropological studies of the Culture and Personality School. The political culture studies are now facing a theoretical and methodological renewal, which have changed their political object. The contemporary studies emphasize the analysis of the factors and conditions that affect the institutional performance and the institutional responses to public interests. From the methodological point of view it can be detected a movement towards the combination of different data sets (surveys, ethnographic studies, historical data, etc.) intending to estimate the above mentioned factors and conditions that affect institutional performance.

São discutidos os fundamentos teóricos do conceito de cultura política, segundo o qual as respostas a situações de interação social se dão através de orientações mediadas pela avaliação subjetiva que o ator faz dessas situações. A origem do conceito de cultura política é atribuída ao trabalho de Almond e Verba, The civic culture, que por sua vez inspirou-se, em certa medida, nos estudos antropológicos da escola de Cultura e Personalidade. Os estudos de cultura política têm passado por uma renovação teórica e metodológica importante, que significou uma mudança de objeto político. Os estudos recentes sobre cultura política privilegiam a análise das condições que afetam o desempenho das instituições públicas e a maior ou menor eficiência no atendimento ao interesse público.
